Health officials grappled with its disproportionate impact on black Americans. The disparity is especially stark in cities like New Orleans, Chicago and Detroit, where high concentrations of African Americans live. In Chicago, which is 30% black, black Americans account for 70% of all coronavirus cases in the city and more than half of the state’s deaths.
