Ramadhan 1432 AH Declaration
"Khilafah- the leading state is near"

During Ramadhan, Hizb ut Tahrir Wilayah Pakistan organized gatherings throughout Pakistan. The two main subjects were, "Khilafah "Caliphate" is the Leading state," and "The time of Khilafah "Caliphate" is now." The Ramadhan Declaration distributed in these gatherings is as follows:

1. The current rulers have forsaken the Muslims

Despite the great resources of the Muslims, the greatest of which is the belief in Allahand His RasulAllah , the Islamic Ummah is a victim to the colonialist plans over her lands, facing immense devastation and suffering, in terms of economic hardships, loss of life, attacks on her Deen and occupation of her lands. The traitors in the military and political leaderships have converted the blessings into destruction, due to their implementation of dictatorship and democracy, the two faces of colonialism, for the sake of petty personal gain. Allah says,

[أَلَمْ تَرَ إِلَى الَّذِينَ بَدَّلُوا نِعْمَةَ اللَّهِ كُفْرًا وَأَحَلُّوا قَوْمَهُمْ دَارَ الْبَوَارِ * جَهَنَّمَ يَصْلَوْنَهَا وَبِئْسَ الْقَرَارُ]

"Have you not seen those who have changed the Blessings of Allah into disbelief and caused their people to dwell in an abode of destruction. Hell, in which they will burn, is an evil abode, indeed!" [Surah Ibraheem 14:28,29]

2. The Khilafah "Caliphate" state will seek to be the leading state for all humankind

On a world stage, the Khilafah "Caliphate" was the leading state for centuries, without even a close rival. It unified the immense resources of the Muslims within a single, Khilafah "Caliphate" state, which spanned three continents. The Khilafah "Caliphate" redefined world politics to be based upon justice and righteousness and it became the envy of nations. News of the justice of the Muslims reached ahead of their opening of lands, so the people entered the Deen of Allah in droves. And were the Muslims to have their lands occupied, even by overwhelming force, such as the Tartars and the Crusaders, the Muslims would never submit to their aggression and would eventually end their occupation. As such the Khilafah "Caliphate" state will ensure that Islam will be a Mercy not just for the Muslims, but the oppressed people of the entire world, regardless of their race, colour or creed. Allah said,

[وَمَا أَرْسَلْنَاكَ إِلاَّ رَحْمَةً لِلْعَالَمِينَ]

"And we have not sent you but as a mercy to the worlds." [ Surah al-Anbiya 21:107]

 3. The signs of the Khilafah "Caliphate" coming are near

The Khilafah "Caliphate" is now the demand of the entire Ummah, including the Muslims of Pakistan. The Muslims have seen through the corrupt and rotten democracy and dictatorship and desire the implementation of Islam through the Khilafah "Caliphate" state. Moreover, RasulAllah SAW spoke of the re-establishment of hte Khilafah "Caliphate" after the oppressive rule. RasulAllah  said,

[ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ]

"Then there will be an oppressive rule, and things will be as Allah wishes them to be. Then Allah will end it when He wishes. Then there will be a Khilafah "Caliphate" according to the method of Prophethood."

Allah  promised that the believers will succeed the current rulers on the earth. Allah  says,

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُم فِي الأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ]

"Allâh has promised those among you who believe and do righteous good deeds, that He will certainly grant them succession to (the present rulers) in the land, as He granted it to those before them" [Surah an-Noor 24:55]

4. The oppressors will fail in their attempts to prevent the Khilafah "Caliphate"

The current rulers and their colonialist masters sense that the Islamic State is near and have increased their persecution of those who call for Khilafah "Caliphate", with persecution, abduction and torture. This will not decrease the resolve of the Muslims for indeed the call to Khair encounters with ferocity from the oppressors. This was faced by the previous Prophets as well as suffered by the Seal of the Prophets, Muhammad  , and His Companions  and those who followed them in Good. And the oppressors should know that they will fail as they have failed throughout the ages, despite their past, current or future tactics. Allah said,

[َسَيَعْلَمُ الَّذِينَ ظَلَمُوا أَيَّ مُنقَلَبٍ يَنقَلِبُونَ]

"And soon will the oppressors know what change in circumstance their affairs will take" [Surah Al-Sha'raa 26:227]

5. The Muslims urge the sincere in the armed forces to grant Nussrah to establish the Khilafah "Caliphate"

The Ummah has arisen for Islam, from Syria to Pakistan to Indonesia, striving and sacrificing. An Ummah which does not regard its martyrs as lost, but as ones who have won the race of all races. Whereas the kuffar enemies conspire day and night, sitting in discussion with the traitors in Pakistan's leadership, to conspire against Muslims and Islam. So, the time is now for the sincere in the armed forces to come and return the tide of history in the favour of Islam once again. Having the means to change the authority and end the oppressors' rule within hours, they must grant the Nussrah to establish the Khilafah "Caliphate", invoking the Help of Allah  by seeking to help His Deen.

[يا أيها الذين ءامنوا إِنْ تَنْصُروا اللّـهَ يَنْصُرْكم ويثبِّتْ أقْدامَكم]

"O you who believe! If you help (in the cause of) Allah, He will help you and consolidate your foothold." [Surah Muhammad 47:7]
