[وَلَن تَرْضَى عَنكَ الْيَهُودُ وَلاَ النَّصَارَى حَتَّى تَتَّبِعَ مِلَّتَهُمْ]

“Never Will The Jews Or Christians Be Pleased With You, Until You Follow Their Faith” [Al-Baqarah: 120]
(Translated)

The new administration in Syria has made successive statements about the system of government that they intend to implement after the tyrant’s escape. It is clear that it is not the system that Allah (swt) has legislated, but rather it is a secular system that separates religion from life, under the pretext of giving people the freedom to choose the system of government. They allow female demonstrators who demand freedom and unveiling, while they kidnap chaste female demonstrators who demand the release of their relatives who demand the implementation of the Shariah of Allah (swt)!

Furthermore, they openly declare that they will leave the matter of choosing the system of government to the people during the transitional period, in accordance to the kafir’s democratic system.

Only what is correct is true, and only what is right is true: a word of truth that we proclaim as advice to every Muslim, based on the principle of enjoining what is good and forbidding what is evil, and based on the right of accountability, we address it to the new administration in Syria and those in charge of it, by their names and descriptions, individually, because the reckoning on the Day of Resurrection is for individuals.

Allah (swt) says:[وَكُلُّهُمْ آتِيهِ يَوْمَ الْقِيَامَةِ فَرْداً] “And each of them will return to Him on the Day of Judgment all alone” [Maryam: 95].

He (swt) says:

[وَلَقَدْ جِئْتُمُونَا فُرَادَى كَمَا خَلَقْنَاكُمْ أَوَّلَ مَرَّةٍ وَتَرَكْتُم مَّا خَوَّلْنَاكُمْ وَرَاء ظُهُورِكُمْ وَمَا نَرَى مَعَكُمْ شُفَعَاءكُمُ الَّذِينَ زَعَمْتُمْ أَنَّهُمْ فِيكُمْ شُرَكَاء لَقَد تَّقَطَّعَ بَيْنَكُمْ وَضَلَّ عَنكُم مَّا كُنتُمْ تَزْعُمُونَ]

“˹Today˺ you have come back to Us all alone as We created you the first time—leaving behind everything We have provided you with. We do not see your intercessors with you—those you claimed were Allah’s partners ˹in worship˺. All your ties have been broken and all your claims have let you down” [Al-An’am: 94]. So let each one of you know that he will stand alone before Al-Jabbar (Compeller), and let him reflect on the Hadith of the Messenger of Allah (saw):

«مَا مِنْكُمْ مِنْ أَحَدٍ إِلَّا سَيُكَلِّمُهُ اللهُ لَيْسَ بَيْنَهُ وَبَيْنَهُ تُرْجُمَانٌ، فَيَنْظُرُ أَيْمَنَ مِنْهُ فَلَا يَرَى إِلَّا مَا قَدَّمَ، وَيَنْظُرُ أَشْأَمَ مِنْهُ فَلَا يَرَى إِلَّا مَا قَدَّمَ، وَيَنْظُرُ بَيْنَ يَدَيْهِ فَلَا يَرَى إِلَّا النَّارَ تِلْقَاءَ وَجْهِهِ، فَاتَّقُوا النَّارَ...»

“Everyone of you will speak to his Rabb (Lord) without an interpreter between them. He will look to his right side and will see only the deeds he had previously done; he will look to his left and will see only the deeds he had previously done, and he will look in front of him and will see nothing but Fire (of Hell) before his face. So protect yourselves from Fire (of Hell) ...” Let each of you remember that critical position, and beware of shame and eternal, manifest loss.

If he does not know, then let him know: that a Muslim has no right to choose the system of government - whether he is a ruler or a ruled - and the evidence for that is the saying of Allah (swt);

[وَمَا كَانَ لِمُؤْمِنٍ وَلَا مُؤْمِنَةٍ إِذَا قَضَى اللهُ وَرَسُولُهُ أَمْراً أَن يَكُونَ لَهُمُ الْخِيَرَةُ مِنْ أَمْرِهِمْ وَمَن يَعْصِ اللهَ وَرَسُولَهُ فَقَدْ ضَلَّ ضَلَالاً مُّبِيناً]

“It is not for a believing man or woman—when Allah and His Messenger decree a matter—to have any other choice in that matter.1 Indeed, whoever disobeys Allah and His Messenger has clearly gone ˹far˺ astray” [Al-Ahzab: 36].

The ruler must rule by what Allah has revealed, and the ruled must be ruled by what Allah has revealed. Allah (swt) says:

[وَأَنِ احْكُم بَيْنَهُم بِمَآ أَنزَلَ اللهُ وَلاَ تَتَّبِعْ أَهْوَاءهُمْ وَاحْذَرْهُمْ أَن يَفْتِنُوكَ عَن بَعْضِ مَا أَنزَلَ اللهُ إِلَيْكَ]

“And judge between them ˹O Prophet˺ by what Allah has revealed, and do not follow their desires. And beware, so they do not lure you away from some of what Allah has revealed to you” [Al-Ma’idah:49]. The address to the Messenger (saw), is an address to his Ummah, as is known in principles of jurisprudence (al-usul).

It is forbidden for a Muslim ruler to rule by other than what Allah has revealed, and whoever does that out of conviction has committed kufr (disbelief). Allah (swt) says:

[وَمَن لَّمْ يَحْكُم بِمَا أَنزَلَ اللهُ فَأُوْلَـئِكَ هُمُ الْكَافِرُونَ] “And those who do not judge by what Allah has revealed are ˹truly˺ the disbelievers” [[Al-Ma’idah: 44]. Whoever rules by other than what Allah has revealed, not believing in it, he is unjust and a wrongdoer. Allah (swt) says:

[وَمَن لَّمْ يَحْكُم بِمَا أنزَلَ اللهُ فَأُوْلَـئِكَ هُمُ الظَّالِمُونَ] “And those who do not judge by what Allah has revealed are ˹truly˺ the wrongdoers” [Al-Ma’idah: 45]. And He (swt) says:

[وَمَن لَّمْ يَحْكُم بِمَا أَنزَلَ اللهُ فَأُوْلَـئِكَ هُمُ الْفَاسِقُونَ] “And those who do not judge by what Allah has revealed are ˹truly˺ the rebellious” [Al-Ma’idah: 47]. Allah (swt) has denied belief from those who do not abide by His Shariah saying:

[فَلاَ وَرَبِّكَ لاَ يُؤْمِنُونَ حَتَّىَ يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لاَ يَجِدُواْ فِي أَنفُسِهِمْ حَرَجاً مِّمَّا قَضَيْتَ وَيُسَلِّمُواْ تَسْلِيماً]

“But no! By your Lord, they will never be ˹true˺ believers until they accept you ˹O Prophet˺ as the judge in their disputes, and find no resistance within themselves against your decision and submit wholeheartedly” [An-Nisa:65]. Ruling and resorting to other than Allah’s Law is resorting to the taghoot (falsehood) whom we have been commanded to disbelieve in. Allah (swt) says:

[أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُواْ بِمَا أُنزِلَ إِلَيْكَ وَمَا أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُواْ إِلَى الطَّاغُوتِ وَقَدْ أُمِرُواْ أَن يَكْفُرُواْ بِهِ وَيُرِيدُ الشَّيْطَانُ أَن يُضِلَّهُمْ ضَلاَلاً بَعِيداً]

“Have you ˹O Prophet˺ not seen those who claim they believe in what has been revealed to you and what was revealed before you? They seek the judgment of false judges, which they were commanded to reject. And Satan ˹only˺ desires to lead them farther away” [An-Nisa: 60].

We warn you sincerely and faithfully against the consequences of pleasing America or others who do not respect covenants or kin with you, Islam, or Muslims. Know that they will not be pleased with you until you follow their disbelief, and that by pleasing them you are following their desires, in accordance with the words of the Allah the Truth (swt):

[وَلَن تَرْضَى عَنكَ الْيَهُودُ وَلاَ النَّصَارَى حَتَّى تَتَّبِعَ مِلَّتَهُمْ قُلْ إِنَّ هُدَى اللهِ هُوَ الْهُدَى وَلَئِنِ اتَّبَعْتَ أَهْوَاءهُم بَعْدَ الَّذِي جَاءكَ مِنَ الْعِلْمِ مَا لَكَ مِنَ اللهِ مِن وَلِيٍّ وَلاَ نَصِيرٍ]

“Never will the Jews or Christians be pleased with you, until you follow their faith. Say, “Allah’s guidance is the only ˹true˺ guidance.” And if you were to follow their desires after ˹all˺ the knowledge that has come to you, there would be none to protect or help you against Allah” [Al-Baqarah: 120]. Be certain that if you try to please them by excluding the rule of what Allah has revealed, and you rule by their Kufr man-made systems, then they will use you for their own interests, and to fight Islam, the Muslims, the Khilafah (Caliphate), and those who work for it. Then they will reject you completely, just as they rejected those before you. And you have a lesson and a warning in those who came before you, such as Bashar, Mubarak, Gaddafi, Ali Saleh, and Ben Ali. They did not care about them, their people did not have mercy on them and their money did not benefit them, nor did their pleasing of their masters. They did not take into account their Afterlife so, they were disgraced in this world and the Hereafter, so take heed, O you who have insight!

Making excuses such as the rights of the minorities of the various ethnicities or the rights of women (for not ruling by what Allah has revealed) are not acceptable, as no one has given them rights like those that Islam has given them, and no one has preserved their rights for them as the Muslims have preserved them, and the history of the Khilafah (Caliphate) is the best witness to that, as testified by the enemy before the friend. Non-Muslims lived under the rule of Islam for long centuries, and enjoyed rights under the rule of Islam that they had not even dreamed of in their sleep; this is because Allah (swt) revealed His Shariah to all people, not just Muslims. Allah (swt) says:

[إِنَّا أَنزَلْنَا إِلَيْكَ الْكِتَابَ بِالْحَقِّ لِتَحْكُمَ بَيْنَ النَّاسِ بِمَا أَرَاكَ اللهُ وَلاَ تَكُن لِّلْخَآئِنِينَ خَصِيماً]

“Indeed, We have sent down the Book to you ˹O Prophet˺ in truth to judge between people by means of what Allah has shown you. So do not be an advocate for the deceitful” [An-Nisa: 105].

And this is how Muslims proceeded throughout the history of Islamic rule, starting with the era of Prophethood and ending with the Uthmani Khilafah (Ottoman Caliphate).

This application was reflected on non-Muslims with satisfaction and reassurance. So do not follow the dictates of the West, lest you be among the losers... in the rulers who followed them there is a lesson for you.

[إِنَّ فِي ذَلِكَ لَذِكْرَى لِمَنْ كَانَ لَهُ قَلْبٌ أَوْ أَلْقَى السَّمْعَ وَهُوَ شَهِيدٌ]

“Surely in this is a reminder for whoever has a ˹mindful˺ heart and lends an attentive ear” [Qaf: 37].

O Allah, we have conveyed the message, O Allah, be our witness.
