The Call to Accept a Civil State is a Misleading Call to Accept a Secular State and a Failed Call to Exclude Islam from Politics and the State

The Minister of Political and Parliamentary Affairs, Musa Maaytah, called on "Islamist and other political parties and movements to embrace civil statehood in realistic and practical terms, rather than as a tactic, and to adopt the principle of renewal and reform and develop a political thought based on separation between Da’wa and politics". This came in his speech during the "Post Political Islam: Contexts, Conditions and Perspective" conference organized by the Center for Strategic Studies at the University of Jordan and the Friedrich-Ebert Foundation. The Minister pointed out that Jordan is opening its doors for all to exchange ideas and to open intellectual dialogues on various issues (Al-Rai Newspaper, 3/5/2018).

It is noted that the government of the regime in Jordan is relentless in promoting and advocating for the civil state. It has mobilized for this conference the so-called elite of researchers specializing in Islamic movements and post-political studies from Jordan, Egypt, Lebanon, Iraq, Yemen, Morocco, Turkey, Iran, Indonesia, Spain, France and Germany, who are clearly selected to be loyal to and decorate the idea that is promoted by the state and its call to the Islamic groups to accept the civil state in practice and not rhetorically as they say. A number of them spoke in research papers about the so-called models of political Islam in government in some Arab and Islamic countries as if any of the so-called models of governance in Islam or the Islamic movements that participated in the ruling had truly ruled by Islam as a system of government from Allah (swt) contrary to all the dominant systems of government, so that to misleadingly judge it and impose a malicious title to the conference "post-political Islam". And when had political Islam exercised ruling to consider its "post-" as they put it?!

The concept of a civil state is the same as the concept of the secular state, which fully contradicts the Islamic Aqeedah, because it makes governorship (al-hakimiyyah) in it for the human beings and not for Allah Almighty. The civil state is being put forward against the Islamic state, a state in which religion is separated from the state, politics and legislation, and even from all institutions. And this is exactly the intended meaning; it has nothing to do with the rule of law and the constitution, because it is a fundamental axiom of the definition of the state, any state, Allah (swt) says:[إِنِ الْحُكْمُ إِلاَّ لِلّهِ [ “The Rule is for none but Allah” [Yusuf: 67], and He says:]إِنَّ اللَّهَ يَحْكُمُ مَا يُرِيدُ[ “Indeed, Allah ordains what He intends.” [Al-Maida: 1], and He says: [وَاللّهُ يَحْكُمُ لاَ مُعَقِّبَ لِحُكْمِهِ] “And Allah decides; there is no adjuster of His decision.” [Ar-Ra’d: 41], He also says: [وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِّقَوْمٍ يُوقِنُونَ]“But who, for a people whose faith is assured, can give better judgment than Allah?” [Al-Maida: 50]. The connotations of these verses illustrate the concept of governorship (al-hakimiyyah). It means that the supreme governorship belongs to Allah (swt) in the conduct of this whole universe, He says: [وَاللّهُ يَحْكُمُ لا مُعَقِّبَ لحُكْمِهِ] “And Allah decides; there is no adjuster of His decision.” [Ar-Ra’d: 41]. It means that Allah is the one who legislates for His servants, and He is the One Who shows them the Right from the Wrong, the Truth (Al-Haq) from the Falsehood (Al-Batil), the Good (Khair) from theEvil (Shar), the Pretty (hasan) from the Ugly (qabeeh), and belief (Iman) from disbelief (Kufr). So, no judgment except His (swt) is taken. Thus, legislative governorship is the right of Allah (swt) as the Lord (Rab), the God (Ilah), the Creator, and the Director. Allah Almighty has described resorting to other than what He has revealed to be a resort to the tyrant and resort to ignorance, and He ordered us to disbelieve in it, Almighty said:

[أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِّقَوْمٍ يُوقِنُونَ]

“Do they then seek after a judgment of (the Days of) Ignorance? But who, for a people whose faith is assured, can give better judgment than Allah?” [Al-Maida: 50].

Therefore, there is no meaning to the terms of civil state, secularism, secularism with Islamic reference, nor any form of fabrication promoted by modern terminologies that mislead the people who have become aware, more aware than ever, that the form of the Islamic state and its system are Divine legislation. And that the provisions have been sent together with their method of application and were not left to the people’s whims and what they are accustomed with. Thus, the Khilafah (Caliphate) system is the Divine system by which people were given succession in the land to establish the provisions of Allah and to choose a Khaleefah to govern them by Allah’s law; otherwise, it is not from Islam in anyway. This deception will not pass on the Ummah even if it is presented by or its robe was worn by any Islamist movement that responds to the calls of these ruling regimes which promote the values ​​of the Kafir West.

The call of the Minister of Political Affairs to the Islamic movements to develop political thought based on the separation between Dawah and politics is a call that the West, since the destruction of the Ottoman Caliphate in 1924, has been trying to impose on the sons of the Islamic Ummah by intellectual and cultural invasion through its followers and associates in the ruling regimes, and is promoting the so-called Islamist movements and groups, which adopt an approach in the separation between the so-called between Dawah and political activities, or (Islamic) models of ruling subordinate to it that govern by other than what Allah has revealed in order to promote the image of the so-called ugly political Islam, and holding it responsible for the failure to call for Islam as a political call, and trying to disguise the Ummah and distance it from its revival project of the establishment of the Islamic state on the method of the Prophethood after it has realized that its achievement has neared.

The Minister’s call is a Western colonial call, as politics in its correct understanding in the Islamic Ummah is the adherence to and commitment to the provisions of Islam in ruling, economy, social and all other aspects of life. Therefore, every separation between Dawah and politics in this regard is considered a separation that distances the call of Al-Haq and obstructs the correct politics. So, accepting separation of Dawah from politics and religion from governance by any Islamist movement is a call to keep it away from the true Dawah of Islam and to its inclusion under the cloak of the ruling regimes.

We, Hizb ut Tahrir / Wilayah Jordan, it concerns us as a political party whose ideology is Islam, to show people the size and the multitude of conferences and invitations that promote secularism and the civil state to exclude Islam from the political arena and to show the deception promoted by the government of the regime in Jordan in excluding Islam, its ideas and its call from life. The statement of the Minister for Political and Parliamentary Affairs that Jordan opens its doors to all to exchange ideas and to open the intellectual dialogues is an absolutely false statement, a lie exposed by the reality of how the security services deal with the Dawah carriers from the Shabab of Hizb ut Tahrir. Hizb ut Tahrir, known by the far and the near, is working to resume the Islamic way of life through political and intellectual work since its inception and calls for political dialogue and never called for violence on any day. However, its Shabab are being met with repression, imprisonment, detention and false charges such as incitement to undermine the regime in the State Security Court, simply because we are offering a different Islamic thought to that offered by the Minister and his regime, as the above mentioned about the civil state, so where is this from the claim of the Minister of Political Affairs?!! Hizb ut Tahrir and its Shabab will not be discouraged by the repression of the state and the ruling regimes in Jordan and in all Muslim countries from continuing its political and intellectual struggle with the Ummah and with it until it establishes the ruling system of Islam, which is the Khilafah (Caliphate) state on the method of the Prophethood.
