Al-Burhan Seeks to Replicate the Same Previous Secular System
(Translated)

[أَوَلَا يَرَوْنَ أَنَّهُمْ يُفْتَنُونَ فِي كُلِّ عَامٍ مَرَّةً أَوْ مَرَّتَيْنِ ثُمَّ لَا يَتُوبُونَ وَلَا هُمْ يَذَّكَّرُونَ]

“Do they not see that they are tried every year once or twice but then they do not repent nor do they remember?” [At-Tawba:126].

In a speech delivered today by General Al-Burhan, Chairman of the Sovereignty Council and Commander of the Army, he stated: "The coming period will witness the formation of a government to complete the transitional tasks. It can be called a caretaker government. After the approval of the constitutional document, the government will be formed, and a prime minister will be selected to carry out his duties in managing the executive apparatus of the state without interference."

It is clear from this speech that Al-Burhan is seeking to replicate the same previous secular system with new figures. This is the same system that was the cause of this war, which has devastated both people and resources.

Neither he nor the political forces backing him have learned any lessons, as they persist in reproducing the very cause of the war—abandoning the rule of Allah, aligning with oppressors, and implementing the systems of the colonialist kafer West, which are based on separating religion from life and, consequently, from politics and governance. Instead, they rule according to the whims of men, with no regard for the commands of Allah Almighty to govern by what He has revealed without omission. Allah says:

[وَأَنِ احْكُم بَيْنَهُم بِمَا أَنزَلَ اللهُ وَلاَ تَتَّبِعْ أَهْوَاءهُمْ وَاحْذَرْهُمْ أَن يَفْتِنُوكَ عَن بَعْضِ مَا أَنزَلَ اللهُ إِلَيْكَ]

“And judge, [O Muhammad], between them by what Allah has revealed and do not follow their inclinations and beware of them, lest they tempt you away from some of what Allah has revealed to you.” [Al-Ma'ida:49].

Ruling in Islam is a Khilafah Rashidah (Rightly Guided Caliphate on the Method of the Prophethood) and this is what the Prophet (saw) affirmed when he said:

«كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمْ الْأَنْبِيَاءُ كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ، وَإِنَّهُ لَا نَبِيَّ بَعْدِي، وَسَتَكُونُ خُلَفَاءُ تَكْثُرُ...»

“The Banu Isra'il were ruled by the Prophets. When one Prophet died, another succeeded him. There will be no Prophet after me. Caliphs will come after me, and they will be many.”

As Hizb ut Tahrir / Wilayah Sudan, and in the spirit of sincere advice and absolving ourselves before Allah, we present to Al-Burhan in particular, and to all political forces and Muslims in general, the Draft Constitution of the Khilafah State. This constitution is based on divine revelation—the Book of Allah and the Sunnah of His Messenger (saw)—as well as what they have guided to, such as the consensus of the Sahaba’a (Companions) and analogy with a valid Shariah rationale. The first article of this constitution states: "The Islamic Aqeedah is the foundation of the state, such that nothing can exist within its structure, institutions, accountability systems, or any of its affairs unless it is based on the Islamic Aqeedah. At the same time, it is the foundation of the constitution and all Shariah laws, such that nothing related to them is permitted unless it emanates from the Islamic Aqeedah."

Instead of a constitutional document subject to the whims of men, we present a constitution whose source is the divine revelation from the All-Wise, the All-Knowing.

This great constitution defines the governance and administrative structures as explained and implemented by the Prophet (saw) and followed by his Khulafa ar-Rashideen (the Rightly Guided Caliphs). The Prophet (saw) instructed us to adhere to their path, saying:

«فَإِنَّهُ مَنْ يَعِشْ مِنْكُمْ فَسَيَرَى اخْتِلَافاً كَثِيراً، فَعَلَيْكُمْ بِسُنَّتِي، وَسُنَّةِ الْخُلَفَاءِ الرَّاشِدِينَ الْمَهْدِيِّينَ عَضُّوا عَلَيْهَا بِالنَّوَاجِذِ»

“Verily he among you who lives long will see great controversy, so you must keep to my Sunnah and to the Sunnah of the Khulafa ar-Rashideen (the rightly guided caliphs), those who guide to the right way. Cling to it stubbornly [literally: with your molar teeth].”

In this lies the life of the Ummah, and in anything else, its destruction.

[يَا أَيُّهَا الَّذِينَ آمَنُواْ اسْتَجِيبُواْ لِلّهِ وَلِلرَّسُولِ إِذَا دَعَاكُم لِمَا يُحْيِيكُمْ]

“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life.” [Al-Anfal:24].
