The Islamic Doctrine Alone is the Basis of the State, the Constitution, and the Laws
The Goal is for Islam to Come to Power and Not to be Satisfied by a Muslim Coming to Power
(Translated)

On the second of this month, the Syrian Presidency for the Transitional Period announced the formation of a committee of experts to draft a constitutional declaration regulating the transitional period in Syria. The committee will present it today, Thursday,13/3/2025, to the Syrian President for the Transitional Period, Ahmed al-Sharaa, who approved it. The committee confirmed that the declaration maintains the name of the state as the "Syrian Arab Republic," specifies the religion of the head of state as "Islam," maintains Islamic jurisprudence as the primary source of legislation, and ensures the complete separation of powers. It also stipulates the dissolution of the existing Constitutional Court, the establishment of a five-year transitional period, the formation of a committee to draft a permanent constitution, and that the People's Assembly will assume legislative authority, while the President of the Republic will assume executive authority.

Islam has obligated us to make the Islamic Aqeedah (doctrine) the basis of the state, and at the same time, the basis of the constitution and laws. That is, the sole source of legislation. It should not be accompanied by other sources of legislation, as in the man-made constitutions; some of which claim that Islam is the primary or fundamental source of legislation, while in reality they borrow legislation alien to us from the West.

People of Ash-Sham: For the government and the state to be Islamic, the Islamic creed must be the sole source of legislation. Only then can we say that the constitution is Islamic. Anything other than that is merely following the example of other states and the legislation they have established for us. Allah (swt) says:

[فَمَنِ اتَّبَعَ هُدَايَ فَلا يَضِلُّ وَلا يَشْقَى * وَمَنْ أَعْرَضَ عَنْ ذِكْرِي فَإِنَّ لَهُ مَعِيشَةً ضَنكًا]

“…Whoever follows My guidance will neither go astray ˹in this life˺ nor suffer ˹in the next˺ * But whoever turns away from My Reminder will certainly have a miserable life” [TA-HA: 123-124]. Allah (swt) says:

[إِنِ الْحُكْمُ إِلَّا لِلَّهِ أَمَرَ أَلَّا تَعْبُدُوا إِلَّا إِيَّاهُ ذَلِكَ الدِّينُ الْقَيِّمُ وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ]

“The rule is for none but Allah. He has commanded that you worship none but Him. That is the upright faith, but most people do not know”. [Yusuf: 40].

O Muslims of Ash-Sham, Ash-Sham of Pride, Heroism, and Islam: Only the rule and state of Islam will elevate your status, protect your honour, and defeat your enemies. Through your patience, steadfastness, and sacrifices over the course of 13 years, you have proven that you are truly the descendants of the companions and conquerors who watered the land of Ash-Sham with their blood so that this great religion might reach you. With your most beautiful chant: "Our leader forever is our master Muhammad," you have proven that you will not accept any alternative to the rule of Islam, for that alone is sufficient to reward your blood that has been shed and your sacrifices that have been made. So, remain steadfast in the cause for which you have come out, so that Islam alone may be implemented under a state whose ruling system is the Khilafah (Caliphate), which our Prophet (saw) gave us the glad-tiding of its return in his saying: «ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ» “Then there will be Khilafah on the method of Prophethood”. A state that will be a general presidency for all Muslims, uniting their dispersed groups, unifying their strength, and restoring their Quds and al-Aqsa Mosque from the defilement of the Jews. A state that does not recognize national or regional borders drawn by the kaffir colonizers with their sinful hands.

O People of Ash-Sham: Know that it is impermissible to have a republic system of government, in which legislation is by humans rather than Allah. It is also impermissible to have monarchy, an empire, or anything else. Muslims will have no security, no dignity, and no comfortable life except through a system of government that pleases Allah (swt) and His Messenger (saw).

O People of Sacrifice, O You Whom Allah Has Given Victory and Honour: It is time for us to please Allah without fearing anything from the east or west, for Allah alone is more deserving of our fear. Allah (swt) says:

[أَتَخْشَوْنَهُمْ فَاللهُ أَحَقُّ أَنْ تَخْشَوْهُ إِنْ كُنْتُمْ مُؤْمِنِينَ]

“Do you fear them? Allah is more deserving of your fear, if you are ˹true˺ believers” [At-Tawbah: 13].

Yes, it is time for us to strive to end the era of oppressive rule that has brought our Ummah to its knees and brought us to ruin. Our main concern, our efforts, and our energies should be directed towards establishing the rule of Islam through the Islamic State, the Khilafah (Caliphate), whose time has come and whose era has dawned, Allah willing. And that is not difficult for Allah to accomplish. Allah (swt) says:

[وَنُرِيدُ أَن نَّمُنَّ عَلَى الَّذِينَ اسْتُضْعِفُوا فِي الْأَرْضِ وَنَجْعَلَهُمْ أَئِمَّةً وَنَجْعَلَهُمُ الْوَارِثِينَ]

“But it was Our Will to favour those who were oppressed in the land, making them leaders (to be models ˹of faith˺) as well as successors” [Al-Qasas: 5].
