Press Conference Address titled:
"Federalism: Is it the People's Demand or the West's Demand?!"

When the people of Yemen revolted, their revolution was quickly contained by the West through their agents from organizations, political parties, and politicians. The aspirations of the Yemeni people were to eliminate injustice and tyranny suffered throughout all areas of life, political, economic, social, educational and others, as a result of the application of the capitalist system where the owners of private capital dominate people and their property and rights, combining power and money considering the posts of responsibilities as booty and spoils of war.

The people of Yemen did not revolt in demand for federalism and regions, the thought did not cross their minds. But the West found a window of opportunity to achieve its objectives particularly the U.S. which want to separate Yemen and dismantle it by its support for the Hirak (separatist movement in the south) and Houthis through Iran; America was behind the option of the two regions as a prelude to secession.

Britain hastened to protect its interests, considering what is happening in the country as a crisis and internal conflict between the country's three ruling families as stated by the British ambassador at the time. They worked on finding a settlement that does not compromise its interests and the interests of those families and worked to obstruct America's plan. It was behind the proposed idea of the various regions so that it does not lose its interests.

It is well known that the people did not come out in the revolution demanding federalism, this was not in their minds, but the federal solution was imported from the Western embassies regardless of their differing interests, and this is reflected in the conflict on the wealth of oil and gas, minerals and other wealth of the country.

People came out, complaining of the disease caused by the influential and tyrants who control their wealth, and the effects of the disease from poverty, ignorance, unemployment and political injustice and the deterioration in the situation in all aspects of life: social, political, economic, education and others.

The West intervened and diagnosed this disease and gave the wrong treatment for the disease, which was facilitated by political signatories who have betrayed the people and did not advise them, but assisted the West to convince the people that "this is the right treatment for your disease", and the treatment is federalism. The problem that has plagued the people of Yemen will be resolved after knowing the reality of the problem and the study of the causes and treatment by the trustworthy from the sons of the Ummah, not by the colonizing West and its beneficiaries of agents of surrendering politicians.

Federalism is void and fragile from the Shar' and in actuality:

As from Shar': The ruling system in Islam is not a federal system of separated regions of self-autonomy united in the general government. Rather it is a system of unity that considers Marrakech in Morocco and Khorasan in the East as the Directorate of Fayoum if the capital of the Islamic State was Cairo. The financial and economy of the regions are one, and there is one budget to spend on the interests of all citizens regardless of which state they belong too. If the taxes collected are collected from a wilayah and are more than what it requires meeting its needs, then, only that which is required will be given to it and not according to how much taxes it raises. If a wilayah cannot raise enough taxes to meet its needs, then that is not seen as a problem and it will be spent on from the general budget depending on its needs regardless of whether its taxes met their needs or not.

The ruling system in Islam is of complete unity not a federal one. This is why the ruling system in Islam is unique unlike any of the existing known systems, in its origins and foundations, though some manifestations may appear similar with others. It is a central rule, where the supreme authority is in the centre which rules over every part of the state small or large. It is not allowed for any part of it to have independence so as the state does not fragment into parts. The supreme authority appoints commanders and governors, rulers and officials over the Treasury and economy, in which it appoints the judges in each of its regions, and appoints all those in ruling posts, and directly rules everyone in the state. It is central in the governance and decentralized in administration.

With the expansion of the Islamic State, the Khilafah "Caliphate" state, despite the primitive means at the time, but the distribution of wealth reached each citizen of the State, even if s/he were at the borders of the State. Not only that but that the Khaleefah considered himself responsible even for the animals. Omar Ibn al-Khattab said, "If a sheep or mule in Iraq stumbles over, I fear to be asked for not fixing the roads." During the reign of the Khaleefah Omar bin Abdul Aziz he used to say, "Sprinkle seeds on the mountain tops, so no one can say that the birds went hungry in Muslim lands."
This is Islam and its state, and this is its justice and system. Those who take pride in other than that, what are they proud of?

As for the actuality: Federalism is not a cure for the problem for the people of Yemen. The problem of the distribution of wealth is not resolved by federalism, because it is not a system where everyone in the regions can benefit from the wealth, but what ensures the distribution of wealth for each citizen in the state is the economic system in Islam and its state. The centre of authority in the Khilafah "Caliphate" State does not keep the wealth for itself, but it collects the funds from the states (wilayat) and then distributes it according to the laws of Islam to reach every individual, even if they were at the borders of the state., When addressing a cloud Harun al-Rashid said, "Rain wherever you wish for your Kharaj (taxes) will return back to me."

Federalism has faced many stifling economic crises, especially in America. After Obama's victory, 20 of the rich states of America came forth asking for secession because they do not want to bear the burdens of the poorer states.

Although America is based on the world's wealth by colonizing people and by the absorption of their resources, it is wrapped in debt rising to nearly 17 trillion dollars and is home to more than 40 million people living below the poverty line. Thus, if we look at the rest of the federal states existing in the world, we find that people are bearing the brunt of the capitalist system which is implemented on them. Federalism does not achieve a fair distribution of wealth, but it achieves distribution and sharing of power between the feuding parties; the wealth only goes to Western firms and their influential agents under the capitalist system, which governs the world.

Federalism in reality is great injustice; where the rich regions keep their wealth from the other regions. The wealth in Islam is public ownership of all the regions in the Islamic state, The Prophet (saw) said:

«الناس شركاء في ثلاث: الماء والكلأ والنار» "People are partners in three: water, pasture and fire." Oil, gas and minerals, seas and beaches, public parks and ports ...

All that applies to public property belongs to all citizens of the Islamic State and not the property of the state or any individual without the other, though the State is responsible for its management.

Federalism leads to sectarianism and regionalism in the same region or between them and neighbouring regions. Moreover, the federal system creates bitterness and discrimination and sets preferential conditions where priority is given in employment for the people of the region then follows others from other regions.

Present Brothers: Federalism is the fragmentation of the country, which is a prelude to the secession of the regions, especially in light of international conflict and colonialist greed for the wealth, which is not from the plots of the West and America. We do not blame those who are secular as much as we blame those who call themselves Islamic parties and intellectuals, those who gave fatwa to the people that the federal system is from Islam due to the similarity of the term ‘wilayah' in the Islamic State with the term (federal states) under capitalism, knowing that it is contrary in both structure and content.

It is strange that some say that Islam has no ruling or economic system and that there is no text to prove otherwise in the Qur'an or Sunnah?! What is Islam in their view?! Is it the rulings of menstruation and childbirth?! Uttering this made you cheap in the sight of Allah (swt) and so to the people. If what you say is true, then why are you running after power, and what will you rule the people with?! By your whims and imported manmade laws?!

Hizb ut Tahrir has placed a project in the hands of the Ummah that will bring genuine revival to be embraced by the Ummah. It is an obligation and promise. It is derived from the doctrine of this Ummah and is in harmony with it; capable of solving all life's problems. The people of Yemen must hold on to it firmly and abandon solutions imported from the dens of embassies.

For such actions the workers must strive, Alhamdulilahi Rab Al-Aalameen
