Seeking economic guidance from the Western nations is a betrayal

On Wednesday April 9, Pakistan's Finance Minister, Ishaq Dar, and his team attend a meeting of the US-Pakistan Strategic Dialogue's working group on economy and finance.
The team accompanying Mr Dar includes Secretary Economic Affairs Division Nargis Sethi, governor State Bank of Pakistan, secretary finance and the prime minister's special assistant on economic affairs. This meeting is ahead of critical meetings with the World Bank and International Monetary Fund.

It is going to be a spring of further planning for implementing Capitalist policies in Pakistan, at a time when the Capitalist system has caused a global crisis, due to its inability to distribute the wealth of nations amongst its people in a just way. Moreover, the Pakistan Muslim League (N) is betraying the Muslims who sacrificed their lives to establish a state for the sake of Islam, by seeking guidance from the Western nations, even though Islam has a a comprehensive economic system that allowed the Khilafah "Caliphate" to be the economic marvel of the world for centuries. The Messenger (saw) explicitly forbade us from imitating and following other nations. Al-Bukhari narrated from Abu Hurairah (ra) from the Prophet (saw), he said:

«لَا تَقُومُ السَّاعَةُ حَتَّى تَأْخُذَ أُمَّتِي بِأَخْذِ الْقُرُونِ قَبْلَهَا شِبْرًا بِشِبْرٍ وَذِرَاعًا بِذِرَاعٍ فَقِيلَ يَا رَسُولَ اللَّهِ كَفَارِسَ وَالرُّومِ فَقَالَ وَمَنْ النَّاسُ إِلَّا أُولَئِكَ»

"The Hour will not come until my Ummah follow the ways of the generations that came before her, hand span by hand span, and arm span by arm span. It was said: O Messenger of Allah; are they like the Persians and Romans? He said: Are there people other than them?" [Al-Bukhari]. It was also narrated from Abu said Al-Khudri from the Prophet (saw), he said:

«لَتَتَّبِعُنَّ سَنَنَ مَنْ قَبْلَكُمْ شِبْرًا بِشِبْرٍ وَذِرَاعًا بِذِرَاعٍ حَتَّى لَوْ سَلَكُوا جُحْرَ ضَبٍّ لَسَلَكْتُمُوهُ قُلْنَا يَا رَسُولَ اللَّهِ الْيَهُودَ وَالنَّصَارَى قَالَ فَمَن؟»

"You will surely follow the ways of those who were before you, hand span by hand span, and arm span by arm span; even if they entered a lizard's hole, you would follow them. We said: O Messenger of Allah; (are they) the Jews and Christians? He said: Who is then (otherwise)?" [Al-Bukhari].

 

Tying up the not so hidden hands

A devastating explosion in Pakistan's capital, Islamabad, has claimed the lives of 24 citizens so far, with dozens injured, some critically, on Wednesday 9th April. On the same day a dozen were killed in target killings in Pakistan's largest city and financial hub, Karachi. The Raheel-Nawaz regime hid behind its usual defense, that there are hidden hands, throwing up its own hands, as if there is nothing immediate or effective that can be done.

However, in reality, these hands are not hidden and can be tied at any time. Such carnage is the direct outcome of American foreign policy, specifically the policies of low intensity conflict that is kept alive through covert, "black" operations. It is known that the American Raymond Davis network which has infiltrated the loose local networks many years ago. Moreover, America has opened the doors to the region to India for its nefarious designs. Such foreign presence on our soil is the source of the intricate planning, huge funding and sophisticated arms supply that has allowed the targeting of military and civilian targets for so long. The prerequisite support infrastructure includes the embassy staff, intelligence, military and private military of the belligerently hostile nations amongst us. In the case of America, the embassy is now a fortress and its private military has lairs throughout the country, including our most sensitive areas.

Islam alone has the solution to our continuous suffering. As Hizb ut Tahrir has declared in its Introduction to the Constitution, Article 189, "States with whom we do not have treaties, and the actual imperialist states, such as Britain, America and France, and those states that have designs on the State, such as Russia, are legally considered to be belligerent states. All precautions must be taken towards them and it would be wrong to establish diplomatic relations with them. Their subjects may enter the Islamic State, but only with a passport and a visa specific to every individual and for every visit, unless they become practically belligerent." Moreover, If they become practically belligerent states i.e they have invaded our country or occupied our land, the Khilafah "Caliphate" shall apply the Shari' rules of practically belligerent states upon them.

 

Raheel-Nawaz regimes visionless foreign policy

Prime Minister Nawaz Sharif on Thursday 10 April who is in China to attend the Boao Forum for Asia (BFA) 2014, held a bilateral meeting with his Chinese counterpart on the sidelines of the BFA. During the meeting, the PM urged Premier Li Keqiang to encourage Chinese companies to invest in Pakistan, especially in energy and infrastructure. They agreed that expanding economic and trade cooperation, promoting economic integration, fostering economic development of the two countries would not only benefit China and Pakistan but also transform the whole region.

This is the narrow vision of the Raheel-Nawaz regime. Regarding the economy, rather than developing state and public heavy industry and capability as Islam mandates, he encourages selling these interests off to private companies, both foreign and national, who profiteer at the cost of the entire state and its people. Moreover, regarding foreign policy, the ruler in Islam is not a cheap business man, but an ideological statesman whose primary foreign policy concern is conveying the Islamic ideology to other nations.

Thus we saw RasulAllah (saw) establish relations with other nations, on one basis, which is the invitation to Islam. Moreover, RasulAllah (saw) established a strong industrial foundation so that the Muslims were never dependent on other nations for critical matters. It was these foundations that allowed the Khilafah "Caliphate" for hundreds of years to be both the leading state and the economic powerhouse of the globe.

 

The role of the Judiciary is to ensure Islam is implemented, not democracy

Chief Justice Tassaduq Hussain Jillani said on Friday 11 April that safeguarding democracy was the responsibility of the government and all other institutions. It is indeed a great shame that the senior judge of the state that was established after millions sacrificed for the sake of Islam, would make such an erroneous statement. Democracy commands the sovereignty of a parliament of men and women over us, whereas Islam commanded that the Sovereignty of Allah (swt) dominates over the relationships between the ruler and the citizens.

It is the failure in this fundamental and glaring difference between democracy and Islam, that has led to the abandoning of hundreds of commands and prohibition that Allah and His Messenger mandated for us in societal affairs. Until and unless a state is established where the rulers are bound by the judiciary and the Accounting by the citizenry to implement Islam this abysmal situation will continue.

Allah (swt) said,

يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُوْلِي الأَمْرِ مِنْكُمْ فَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِنْ كُنتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الآخِرِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلاً

"O you who believe! Obey Allah and obey the Messenger, and those of you who are in authority; and if you have a dispute concerning any matter, refer to Allah and to the Messenger if you are (in truth) believers in Allah and the Last Day. That is better and more seemly in the end." [An-Nisaa' 4: 59]

So, it ordered the citizens and the rulers, in case they had dispute concerning any matter, to refer it to the Hukm of Shar', and made that a sign of Eemaan, when it said: ((فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ)) ‘refer it to Allah and to the Messenger', followed by ((إِنْ كُنتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الآخِر)) ‘if you are (in truth) believers in Allah and the Last Day.' Then it continued by praising that work, saying: ((ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلاً)) ‘That is better and more seemly in the end.' This give evidence of the Decisiveness (جزم Jazm) in referring the matter to Islam's Rulings, which is the profound exhortation to implement that which pleases Allah (swt).

 

Raheel-Nawaz regime cripples local manufacturing

On Friday 11 April S M Tanveer, Chairman of All-Pakistan Textile Mills Association's Punjab chapter, "Punjab's textile industry is being deprived of gas supplies despite being third on the priority list. We are getting just one quarter of our allocated gas supply though domestic demand has dipped significantly on rising temperatures... This is increasing our cost of production and forcing factories to close down."

Punjab, Pakistan's most populated province, is the agricultural powerhouse of Pakistan and its textile industry is renowned in the world. However, the textile industry is being supplied gas only six hours a day and facing power cuts of eight hours a day, causing disruptions to production. This is just one of the factors that crippled Pakistan's textile manufacture. The sudden flood of dollars through even more interest based foreign loans, led to grave losses in exports. Textile orders were made at an exchange rate of Rs105-108 a dollar, but the manufacturers in the end got export remittances at only Rs98-99 a dollar. Also, whilst local businesses are collapsing under the weight of ever increasing taxation, fuel costs and energy tarrifs, regional competitors are subsidising their industries. And due to the lack of heavy industry, local industry is dependent on costly imports of machinery and parts.

Only the Khilafah "Caliphate" can raise local industry to its full potential. Gas and electricity will be restored to the status of public property as Islam mandates, reducing costs, whilst alternative energy will aggressively be developed. The Khilafah "Caliphate" will also establish a heavy industry which will allow the local manufacture of engines and heavy industrial machinery. Islam has its own unique system of revenues, which avoid strangulating production through heavy taxation and tariffs, as well as allowing the economy to function without foreign loans. With the interest based foreign loans abolished, the currency will be based on gold and silver, which will end the rapid swings in the value of the currency. The need of the time is for the complete implementation of Islam, for the pleasure of Allah (swt) and securing Islam's abundant blessings. Otherwise, we will continue to face misery and degradation, as well as the sin of neglecting Islam. Allah (swt) said, Allah revealed,

((أَفَتُؤْمِنُونَ بِبَعْضِ الْكِتَابِ وَتَكْفُرُونَ بِبَعْضٍ فَمَا جَزَاءُ مَنْ يَفْعَلُ ذَلِكَ مِنْكُمْ إِلاَّ خِزْيٌ فِي الْحَيَاةِ الدُّنْيَا وَيَوْمَ الْقِيَامَةِ يُرَدُّونَ إِلَى أَشَدِّ الْعَذَابِ))

"Do you believe in a part of the Book and reject the rest? What else, then should be the retribution of those among you who do this than that they should live in degradation in the present life, and that on the Day of Resurrection they should be sent to the severest chastisement?" [Surah Al-Baqarah 2:85]

 

End privatization of public property for affordable and available electricity

Minister of State for Water and Power Abid Sher Ali on Sunday 13 April said the maximum hours of load-shedding in the country will not exceed eight hours. "I can assure you today that from now on the maximum schedule of electricity load shedding in the whole country will not cross eight hours," the minister said.

In his speech the Minister limited discussion to the issue of installed capacity and circular debts and so the Minister failed to address the root cause of costly and shortage stricken electricity. It is through democracy's implementation of capitalism that the government is responsible for Pakistan's electricity crisis. The present capitalist system ensures that through privatization a few private owners, foreign and local, fully benefit from electricity resources whilst the public faces hardship. Privatization raises electricity prices so that the private owners can profit in their business. As an example the World Bank has closely overseen rises in electricity charges, which surged between 2000 & 2004 and continue to rise such that people are paying as much for electricity in the winter as they used to in the peak of summer before massive privatization took hold. So, whilst private owners amass huge wealth by owning electricity resources, the rest of society is stricken by increasingly un-affordable energy prices. In addition, regarding the electricity shortages, the government itself fell into debt to these private interests to the order of billions of Rupees and continues to be in danger of falling into large debts. Then the private interests reduced production of electricity because they were not paid what they were due and were not able to maintain profits.

Only Islam will end the capitalist economy which is the cause of the expensive and disrupted electricity supply. As a system Islam ensures the distribution of wealth and one of its mechanisms is the public ownership of electricity resources as well as coal, oil and gas. As such these resources are neither owned by the state nor individuals. Instead, the state administers this resource to ensure that its benefit is used for all the citizens, regardless of race, color, school of thought and religion. The Khilafah "Caliphate" will abolish taxes upon power and fuel which have further greatly inflated their prices. It will charge only to cover their production and distribution costs, if needed, and any profit from sales to non-hostile non-Muslim states will be put to use for taking care of public needs. Islam's electricity policy will contribute to a massive industrialization of Pakistan, supervised by the Khilafah "Caliphate".

 

The Khilafah "Caliphate" will end borders between Muslim Lands

Afghan security forces killed two Pakistani nationals who had mistakenly entered into Afghanistan near Badini area on Monday morning, 14 April 2014, a Levies official said.

The Durand Line is only one of the colonialist made borders that have carved the Muslim Lands into over fifty states. The origin of these borders is the Sykes-Picot agreement of 1916 which sought to divide the former lands of the Khilafah "Caliphate" as spoils between the colonialist powers. It is this division, a divide and rule policy, that helps the foreign powers to rule over us until today.

Today, Islam is a unifying force for the Muslims of South and Central Asia that are over half a billion in number, of which nearly 200 million are in the belligerent Hindu state itself, which is the source of hostility against the Muslims of Afghanistan and Pakistan for over six decades. Moreover, the combined armed forces of the Islamic Ummah is approaching six million, whilst those of the Hindu state stand at one million. The call for Khilafah "Caliphate" has permeated through Central and South Asia, so the platform for the reunification of the Muslim Lands is in place.

RasulAllah (saw) forged a single Ummah from many tribes, which consolidated its resources under one flag, with one head of state, one armed forces and one state treasury.

Over the ages of the Khilafah "Caliphate" many tribes and races embraced Islam, merging into one noble Ummah. There are to be no borders between Muslims for their lands are one and they are one brotherhood. The Muslims will not focus enmity upon each other, rather their eyes will be on the frontiers with the lands of the Kaafireen, in order to expand the Khilafah "Caliphate" so that Islam is dominant in the world. Accordingly, Hizb ut Tahrir has adopted in its Introduction to the Constitution, in Article 189, Clause 1, "The existing states in the Islamic world are considered to be part of one land and therefore they are not included within the sphere of foreign affairs.

Relations with these countries are not considered to be in the realm of foreign policy and it is obligatory to work to unify all these countries into one state."
