Regime Collaborates with IMF to Strangle the People over Electricity

Dawn reported on 5 May, "A senior government official told Dawn that more than Rs230bn would be raised through gas and electricity tariffs under the fiscal consolidation program­me agreed with the International Monetary Fund (IMF)... Pakistani authorities are at present in Dubai to finalise various budgetary measures in consultation with an IMF mission as part of the third review of the $6.78bn bailout package... The official ruled out the possibility of an increase in electricity tariff before September because of the prevailing electricity shortage even though the government had to generate about Rs120bn through the power sector in the next fiscal year. "In a political economy, you cannot afford to increase power tariff when voters are suffering from long hours of loadshedding in sizzling temperatures," he said. The situation would come under control between July and September and the government would withdraw more subsidies and increase tariff for a few categories for cross subsidisation after that period."

In its "Pakistan-Program Note" of 7 April 2014, the IMF highlights "The authorities' energy policy is geared to addressing the longstanding problems in the sector, which constitute the most critical constraint on growth and have generated large fiscal costs. Reforms in the trade regime, restructuring or privatizing public sector enterprises, and measures to improve the business climate, should also boost medium-term growth prospects." In reality, this is about continued privatization of the power sector and also increasing the price of electricity for the people, so as to guarantee profits for the new private owners of electricity generation and distribution. The regime has already guaranteed profits on investment for private owners, by increasing the electricity charges many fold. It has also made sure that the private owners are paid from the revenues of the state, even when they are not producing electricity because of fuel shortage. And now it will increase energy charges even more for the benefit of the private owners.

And the rulers are privatizing the Ummah's resources, such as power and gas, even though Islam has declared that energy is a public property for the Muslims. RasulAllah (saw) said,

«المسلمون شرکاء فی ثلاث الماء والکلأ والنار»

"Muslims are partners (associates) in three things: in water, pastures and fire (energy)" [Abu Dawood.]. Thus under the Khilafah "Caliphate", with its Islamic constitution, the benefit of electricity will be for the public and the state will supervise the matter to ensure that. Moreover, all of these loans are on interest, explicitly forbidden by Allah (swt) and His Messenger (saw), which has prevented Pakistan from escaping the debt trap, even though it has paid back the principles of such loans many times over.

 

Raheel-Nawaz Regime Submit to the UN, Guardian of Colonialism

Addressing the concluding session of the Envoys Conference which focused on the Middle East, at the Foreign Office in the federal capital, Pakistan's Prime Minister Nawaz Sharif on Tuesday 6 May 2014, categorically stated, "Our approach to the transition in the Arab world, would continue to be guided by the principles, enshrined in the United Nations Charter." The important conference apart from Pakistan's envoys was attended by Advisor on National Security and Foreign Affairs Sartaj Aziz, Special Assistant for Foreign Affairs Tariq Fatimi, Secretary Foreign Affairs Iizaz Chaudhry and members of the Cabinet.

What is this United Nations Charter that is so sacred to the regime, that it alone should decide the Ummah's only nuclear power's stance to Muslim Lands? The international law upon which the Charter is built, originated as a Christian reaction to the Islamic expansion of the Khilafah "Caliphate" into the European lands including Greece, Romania, Albania, Yugoslavia, Hungary and Austria, to the point the Muslim army knocked upon the gates of Vienna. So international law and the bodies are founded upon it, oppose Islam as the dominant influence in the world. And today that practically means that the United Nations is a guardian for colonialism against the return of Islam as a state and authority, the Khilafah "Caliphate". This is the "transition" that the colonialist masters of the regime fear, compelling them to fight a proxy war within Syria against its good people, in order to save the collapsing regime of the tyrant Bashar.

The United Nations is a guardian for the interests of the major powers who are the permanent members of the Security Council, which they call "peace". The slogan of peace is repeated everywhere by their mouthpieces as a pretext for safeguarding their interests and preventing other states from liberation and emancipation from the noose of colonialism. Muslims have seen the oppression upon them justified by UN Resolutions, whether it is attacks by the colonialists themselves, as in Iraq or Afghanistan, or it is attacks by those the colonialists support against the Muslims, such as those by the Jewish State.

Yet, again the regime has shown that its vision extends no further than appeasing its masters so as to cling to the throne for pure self-interest, even if it were for a while, rather than pay due consideration to the responsibility of this Ummah towards liberating a world ravaged by colonialism by the light of Islam.  Allah (swt) said,

((كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنْ الْمُنكَرِ وَتُؤْمِنُونَ بِاللَّهِ))

"You are the best Ummah brought forward to humankind, enjoining what is good and forbidding what is evil and believing in Allah." [Surah Aali Imran 3: 110]

 

American FBI Weapons Case: A Matter of Constitution

A court in Karachi on Thursday 8 May granted bail to a US Federal Bureau of Investigation (FBI) employee, Joel Cox Eugene, arrested for trying to board a domestic civilian flight in Karachi, headed to the capital on there his way to the US embassy in Islamabad, with 15 9 mm bullets and a knife in his luggage. A State Department spokeswoman said Washington was working closely with Pakistan to resolve Cox's arrest. "This individual detained is an employee of the FBI who was on a temporary duty assignment to provide routine assistance to the legal attache at the US mission," she said.

The people of Pakistan are incensed over the entire matter, as they were outraged at the Raymond Davis case. This case extends beyond the matter of an individual carrying lethal weapons in our most populated and troubled city, Karachi, on his way to our capital. It extends to the actual legality of the American presence in Pakistan, including its embassy, which is a fortress in all but name and its military, intelligence and private military which form a vast network within Pakistan's lands. These formidable assets are of a belligerent nation that is occupying Muslims lands and used its Raymond Davis network within Pakistan to orchestrate bombings and target killings against the military and civilians, to keep the fires of the war of Fitna in the tribal areas burning.

The people are frustrated, both at the court decision and the weak role of the regime in this case and other such cases. But addressing this injustice mandates going beyond the judicial, political and military institutions, to the very constitution that they uphold. The Constitution itself is why America despite its reality is treated as a friendly state, regardless of its open hostility. In addition, it is not enough to reform the Constitution, or bring Amendments to it. That is because of the matter of Sovereignty, the authority to decide what is lawful and what is prohibited. The Constitution upholds Democracy, a Western concept in which man is sovereign, whereas in Islam Sovereignty lies with Allah (swt), for He (swt) Alone decides what is Halaal and Haraam. To redress such injustices that exist under the current constitution, we do not merely need a change in the constitution; we need a change of the constitution entirely to an Islamic Constitution, derived exclusively from the Quran and the Sunnah.

In Article 189 of the Introduction to the Constitution, Hizb ut Tahrir adopted regarding belligerent nations like America: "If some or part of these countries come to be in a situation of actual war with us, in other words if they attacked the Muslim lands, then they would be treated according to the fourth clause of this article which deals with actual war, and for that reason America and Britain are considered as actual belligerents after they began their war upon Iraq and Afghanistan, and any other country which declared war on any of the Muslim lands would also be considered the same, and the rules to do with actual war are applied as long as the situation of war remains between us and them" and "The evidence to not create any diplomatic relations with the countries which are mentioned in the article is the fact that if their having embassies in a land which was under the authority of Islam would lead to harm because the job of embassies of countries like these is to try to increase the influence of their States in the countries where they had their embassies, so consequently they are prohibited in accordance with the practical application of the principle of  منع فرد من أفراد المباح إذا كان يوصل إلى ضرر "prohibiting something permitted if it leads to harm.""


America Again Asks Pakistan's Army to Do More, Because Its Army Can't

US Deputy Secretary of State William J. Burns during his visit to Pakistan held a meeting with Chief of Army Staff General Raheel Sharif on Friday 9 May. During the meeting with General Raheel, Burns discussed security along the Pak-Afghan border and shared more information about terrorist sanctuaries, punctuating his meeting with a calling for strikes against them.

This is a typical American demand from the very beginning of its campaign to establish a military footprint in the region, which it calls "War on Terror." Yet from the beginning, America's own military was its biggest handicap to its aspirations, for America's own army lacks in the required bravery, despite its sophistication in weapons. Using mind-altering drugs to counter fear and committing suicide to avoid the trauma of combat, deepened the ineffectiveness of the American troops. That is why poorly armed, yet highly motivated mujhadeen have brought its armed forces to its knees, forcing a partial withdrawal. That is also why America has repeatedly demanded Pakistan's Army engage itself in the tribal areas to fight the mujahideen, urging them to do more. As for America's contingent of Raymond Davis's on our soil, they instigate false flag attacks against our army, in the name of the tribal Muslims, sparking Fitna, to prod the army into action. The Americans are now in a process of salvaging a reduced military footprint in the region, with nine bases and a staff of over 100,000, and since it cannot rely on its own forces to get the job done, it again calls upon the brave and disciplined Pakistani armed forces.

The wise in the armed forces must consider these matters and their grave implications. The entire American scheme would never have been realized in the first place, were it not for traitors embedded in the very leadership of the military. Were it not for General Musharraf's collaboration with America, America would never have established a footprint in the first place, as he opened the doors to Pakistan, and silenced opposition within the armed force. Were it not for General Kayani's collaboration by deploying the armed forces into the tribal areas in waves of operations, America would not have even the option of a partial withdrawal and would have to completely withdraw as Soviet Russia before it, its tails between its legs. And now Raheel is faced with collaborating with America to retrieve a military footprint for it that it could never earn for itself, right on the doorstep of the Muslim Worlds sole nuclear power and most powerful armed forces.

The very least that is required for Pakistan's security, is to let the American occupation die its own death at the hands of the hardy tribal Muslims. More than that can only be expected by a Khaleefah, ruling by Islam, who will rally the armed forces and tribal Muslims as one force to eradicate all traces of the belligerent US presence in Pakistan and Afghanistan, including its embassies, consulates, bases, private military, military, intelligence and diplomats. And Allah (swt) said,

((وَلَيَنْصُرَنَّ اللَّهُ مَنْ يَنْصُرُهُ إِنَّ اللَّهَ لَقَوِيٌّ عَزِيزٌ))

"... Allah will certainly aid those who aid His (cause); for Verily Allah is full of strength, Exalted In Might, (able to enforce His Will." [Surah Hajj 22: 40]

 

Increased ForEx is Nothing to Boast About, As it Only Indicates an Economy about to Collapse

The government on Friday 9 May 2014, confirmed to have added about $15.3 billion to the country's external debt, violating prudent borrowing limits under the Fiscal Responsibility and Debt Limitation Act (FRDLA). This is part of Medium-Term Debt Management Strategy (MTDS 2013-14 to 2017-18) after conclusion of third review of the IMF programme in Dubai. Then the very next day, at a joint press conference with Jeffrey Franks, the chief for the IMF Pakistan, on Saturday 10 May 2014, Pakistan's Finance Minister Ishaq Dar cheerily reported that the country's foreign exchange reserves had soared following the bailout package. "I also have a good news to share - the country's foreign exchange reserves have jumped to $12.9 billion," he said, adding they will rise to $15 billion by the end of September.

In order to deceive the people about the worsening debt and economic situation of the country, the Raheel-Nawaz regime boasts about the increase in foreign exchange reserves (ForEx reserves). However, it is nothing to celebrate, as it indicates the economy is collapsing, on the verge of total collapse. The increased ForEx is due to remittances from Pakistani abroad alarmed at the hardships at home, coupled with reduction in exports and more dependence on imports due to Pakistan's collapsing local industry, as well as the government taking on huge foreign debt due to its negligence in applying the Sharia rules for revenues and expenditures.

The increase in poverty along with increase in foreign exchange reserves makes it very clear that the regime is neither sincere in solving the economic problems of the people of Pakistan nor does it possess any strategy to eliminate poverty. This reveals the extent to which the capitalist ideology has infatuated the hearts and minds of the members of the criminal regime. The Capitalist system relieves the government of the responsibility to provide the basic facilities and utilities to the people and grants it to the private sectors. So, in strict pursuance with this policy, the regime repeatedly woos the private sector for investment so that the provision of basic facilities to the people is turned into a business, whether energy, education or health, whilst the regime absolves itself of looking after the people's affairs. And whilst the people are crushed by rent, school fees, hospital bills and electricity bills, the government slaps itself on its back about increasing ForEx, like the Emperor Nero playing fiddle as Rome burns!

And thus it is an urgent reminder that the Muslims must engage in the serious work to abolish the Munkar of Democracy and Capitalism and restore the ruling by Islam through the Khilafah "Caliphate". Allah (swt) said,

إِنَّ اللَّهَ عَزَّ وَجَلَّ لَا يُعَذِّبُ الْعَامَّةَ بِعَمَلِ الْخَاصَّةِ حَتَّى يَرَوْا الْمُنْكَرَ بَيْنَ ظَهْرَانَيْهِمْ وَهُمْ قَادِرُونَ عَلَى أَنْ يُنْكِرُوهُ فَلَا يُنْكِرُوهُ فَإِذَا فَعَلُوا ذَلِكَ عَذَّبَ اللَّهُ الْخَاصَّةَ وَالْعَامَّةَ

"Allah will not punish the public people (general masses) because of the action of particular people until they see the Munkar (committed) in their midst, and they are able to Forbid it, but they do not denounce it. If they did so, then Allah would punish the particular people (Khassah) and the public (‘Aammah)). [Ahmad]

 

No More Jockeys for America's Horse in Pakistan, Democracy

Brother of the Prime Minister and Chief Minister of Punjab, Shahbaz Sharif, on Sunday 11 May lashed out at the 'anti-government' rallies held by opposition parties in  Pakistan capital on the same day. The protests took place on the first anniversary of elections in 2013, which the opposition say were rigged. Minister of Railways Khawaja Saad Rafique criticized the opposition for censuring a system that they they themselves are a part of.

The realization that elections brought more of the same has deepened the debate for change in Pakistan. Though Pakistan's current regime is defending elections, electoral reforms and electoral participation within Democracy, its talk has little appeal. Democracy has had its day in Pakistan. Last year is not so long ago and any voting that took place then was not inspired by any hope in Democracy. In fact voting was inspired by a fear that Democracy would bring something even worse than what it has unleashed so far into our abode. People reasoned that admitting a smaller thief into our home is better than letting a bigger one. Such are the high standards that Democracy has engendered! Moreover, the only true election promise was that of the US Ambassador who said, "Democracy is our horse in Pakistan." As long as Democracy exists in Pakistan, whoever comes to ride atop of it is immaterial, because the reins are firmly in the hands of the colonialists.

And the very next month after the elections, an international survey underlined that Democracy is dead and the people want Islam. The Pew Research Center's Forum on Religion and Public Life published on 30 April 2013 a survey entitled "The World's Muslims: Religion, Politics and Society." The survey report declared, "Overwhelming  percentages of Muslims in many countries   want Islamic law (sharia) to be the official law of the land." Survey findings in Pakistan were particularly encouraging. Only 29% said that democracy is better able to solve their county's problems, whilst support for making sharia the official law of the land stood at 84% and 91% of Muslims in Pakistan say that it is bad thing that the laws do not follow Shariah.

What remains for change is the decisive mobilization of those who have held aloft the corrupt rulers and corrupt systems in all this time- the Muslim armed forces.' For decades, dictators and democrats alike have depended on their consent and support to remain in power, for the armed forces are the basis of power itself today. No doubt, the armed forces are now affected by the popular sentiment for Islam as a state and rule, for they themselves are sons of the Ummah. No doubt, the horrified rulers are scrambling here and there to support the source of their livelihood Democracy. All that remains now is that the armed forces step up and do their Islamic duty, practically and decisively, by granting the Nussrah (material support) to  Hizb ut Tahrir for the establishment of the Khilafah "Caliphate".
