Coverage of the Concluding Campaign Conference
for the Occasion of the 102nd Hijri Anniversary of the Destruction of the Khilafah

Under the guidance of the Ameer of Hizb ut Tahrir, the eminent scholar Ata bin Khalil Abu Al-Rashtah, may Allah protect him, the Central Media Office of Hizb ut Tahrir organized during the current month of Rajab 1444 AH - 2023 CE, in commemoration of the 102nd anniversary of the destruction of the Khilafah (Caliphate) State, an online campaign entitled: "How the Khilafah is established." And as a culmination of this campaign, a concluding conference was held in which a group of intellectuals and da’wah carriers discussing the Shari’ method for establishing the Khilafah Rashidah (rightly guided Caliphate) on the Method of the Prophethood.
And at the beginning of this conference was the opening speech of the eminent scholar Ata Bin Khalil Abu Al-Rashtah, whom we ask Allah Almighty to have the honor of pledging allegiance to him on hearing and obedience, and among what was stated in it:
“It was then that the history of the Ummah darkened. Previously, the Khilafah was the Ummah’s state, standing upon truth and justice yet now the Ummah has over fifty fragments as states, with severe harm from their rulers. Even the earthquake of Syria and Turkey, in the middle of this Hijri month of Rajab, could not remove their division, restoring unity as one state. Instead, they persisted as torn fragments, before and after the earthquake, whilst they did not take heed!
Aggression against Muslims is not confronted with embellished words for the sake of appearances, empty speech that neither benefits nor satisfies the need. Instead the aggression is repelled by the edge of the sword, with blows that make the enemy forget the whispers of Satan. This is what the Muslims were upon when they had a Khilafah, and the course of events during their rule speaks volumes of that. This is a proven fact that no one with vison and insight can deny.”
As for the first speech, it was by Ustaadh Ahmad Al-Qasas, entitled “The Superiority of the Ruling System in Islam”, and what was stated in it: One of the major slanders against the Islamic system and the Islamic Sharia, but rather Islam in general when it is said that Islam did not bring a system of governance, whoever mitigated this fabrication said that Islam did not come, in the field of the system of government, except with general rules and some goals and purposes, and therefore if Muslims wanted to establish a state for Islam, they must choose from among the systems of government that people know, the closest system that is suitable for implementing the goals of Islam and the purposes of Islam. This is a great fabrication against the system of Islam, for the law of Allah Almighty has brought a detailed system of governance that no philosophy of governance has come up with in this detail.
As for the second speech, it was by Sheikh Yusuf Makharza entitled, "The Leadership of the Ummah", in which he said: One of the reasons for not sensing the actual leadership is that the system in which we live is full of Desert Roses and Desert fruit by that, I mean the parties that live on dirty political money that grow and swell so when the ignorant sees them he thinks that they are something impressive whereas if they see the real religious advocates who do not have a tangible material impact in society, they think that those are better than those. The situation is not like that, for Muhammad (saw) was an expelled emigrant hiding in the cave, however he was influential and had a glow and had strength and docility, despite the fact that the power was in the hands of his enemy and that they had the major material powers and that they appeared in the arenas as they were the decision-makers, the influentials, the leaders, and that people were subordinate to them, but the truth is that people were subordinate to this new idea that Muhammad (saw) came with... Likewise, the principled group that does not adhere to reality and does not enter into the equations of immediate material gains, and that stands at the principle and does not transcend it. Rather, its real size and effective impact does not appear before it takes control of the matter.
As for the third speech, it was by Dr. Mohammad Malkawi, entitled “The Ideological Party”, and some of what was stated: There are systems based on disbelief (Kufr), polytheism (shirk) and oppression, these systems must be removed first. You cannot pledge allegiance to a Khalifah (Caliph) or establish a state like this in void. Therefore, it is settled that it is necessary to work to establish an entity in the place of an entity, and this entity is the Khilafah State in which there is a Khalifah who is pledged allegiance to hear and obey, who rules by the Book of Allah, who is a shield behind whom they fight and who bears the responsibilities of all Muslims.
As for the fourth speech, it was by Ustaadh Muhammad Jameh, entitled “The Inevitability of the Victory”, and it was stated in it: The victory (nusra) is the Shari’ way to establish the Khilafah Rashidah on the Method of the Prophethood, and deviating from it is a clear violation of Islam, such as violating the rak’ahs of prayer, for example! The method by which it is achieved is detailed and complete, and no one can say that we can reach the Khilafah through negotiations, diplomacy and dialogues, as is the soft power as they call it, or that we reach the Khilafah through the formation of militias and armed movements to wrest the authority by force. The establishment of the Khilafah has a clear, crystallized method that the Prophet (saw) detailed it, applied it practically, and acquired the authority with it. This is the method that Hizb ut Tahrir follows to establish the Khilafah... Hand over this authority to its people, to the Ummah of Islam, to the principled and honest Hizb that carries this Islam as a method and system for life to manage the affairs of the world with Islam. If the sons of the armed forces, give the victory to Hizb ut Tahrir and give it the authority so that it would be a legitimate pledge of allegiance to a Khalifah (Caliph) who would establish the religion and implement the Sharia, here the victory would have been achieved and Islam, If Allah wills, would reach power.
As for the closing speech, it was delivered by Eng. Salah Eddine Adada, Director of the Central Media Office of Hizb ut Tahrir, entitled "How the Khilafah is Established", in which he answered the question of how the Khilafah is established. He said we have to realize first that the Khilafah is a state, and any state is based on three elements: the project, the will, and the authority. As for the project, it must be on the method of the Prophethood in order for it to be a Khilafah on the method of the Prophethood. The hadith of the Messenger of Allah (saw), about the return of the Khilafah speaks of a Khilafah on the method of the Prophethood, and not the Khilafah like the one that was after the era of the Rightly Guided Caliphs, as he concluded the hadith with his saying, peace be upon him: «ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ» “There will then emerge Khilafah (Caliphate) on the precepts of Prophethood.” The second element is the will, and the will is expressed by public opinion because it is what creates stability in the state. The people who do not want the system of government, or the Khilafah, will create instability, and the rule will be disrupted. Therefore, public opinion is an essential element in establishing the Khilafah. As for the third element, it is the authority. Without the authority, the Khilafah will not be established and it will remain an Islamic project that Muslims dream of written in books. Whoever calls for it will be imprisoned, as is the case today. As for those who establish the Khilafah, they are also three sides who bear this obligation, and they are: the ideological party, the convinced Ummah of the Khilafah as a system of government, and the people of power and protection.
And we repeat what the Ameer of Hizb ut Tahrir, may Allah protect him, concluded with his speech, by inviting the people of power to support the project of Hizb ut Tahrir to establish the Khilafah Rashidah (Rightly Guided Caliphate). And we remind them that the Islamic Ummah has made great sacrifices, and it has taken life and death measures for the sake of the return of Islam in many Muslim countries, and the scenes in Palestine, Iraq, Ash-Sham, Algeria, Egypt, Kashmir, and others are bear witness to the readiness of the Islamic Ummah to take life and death measures for the sake of Islam, and Hizb ut Tahrir has presented its project and has made sacrifices and his Shabab also took life or death measures to deliver the project to the Islamic Ummah. And for you, O people of Al-Nusra, large numbers of the Hizb’s Shabab have been displaced, imprisoned, tortured, and killed in order to spread the daw’ah campaign for the Khilafah Rashidah project on the method of the Prophethood, and it is your turn, the people of Al-Nusra, to take life or death measures, and to support this project, and here we remind you of the hadith of the second Bayat Al-Aqaba and what took place between the Messenger of Allah (saw) and the Ansar, may Allah be pleased with them, when they said, “We give our allegiance O Messenger of Allah, by Allah we are men of war possessing arms which have been passed on from father to son.” Among what the Messenger of Allah (saw) told them, blood is blood and blood not to be paid for is blood not to be paid for. I am of you and you are of me. I will war against them that war against you, and be at peace with those at peace with you. And here is the Ameer of Hizb ut Tahrir, may Allah protect him, the Shabab of Hizb ut Tahrir and the entire Islamic Ummah is telling you what the Messenger of Allah (saw) said regarding you giving the support to establish the Khilafah. So, what are you waiting for? And we remind you of what Allah Almighty says:
(وَمَن يَتَوَكَّلْ عَلَى اللَّهِ فَهُوَ حَسْبُهُ إِنَّ اللَّهَ بَالِغُ أَمْرِهِ قَدْ جَعَلَ اللَّهُ لِكُلِّ شَيْءٍ قَدْراً)
“And whoever puts their trust in Allah, then He ˹alone˺ is sufficient for them. Certainly, Allah achieves His Will. Allah has already set a destiny for everything.” [At-Talaq 6:53]. Allah says the Truth.
