The Islamic Khilafah has unique flags, the “Liwaa” and the “Raya.” The evidence is derived from the first Islamic State, which the Messenger of Allah established. The Liwaa flag is white. “La Ilaha illa Allah, Muhammadur RasulAllah ,” is written upon it in black text. It is tied to the chief (emir) of the army. It is used as a standard (’alam) for him alone. The evidence for this is what was narrated by Ibn Majah, “That the Prophet entered Makkah on the day of its conquest. His Liwaa flag was white.”

The Rayah banner is black. “La Ilaha illa Allah, Muhammad Rasul Allah ” is written upon it in white text. It is carried by the military commanders of the divisions, battalions, detachments, and other units, of the army of the Khilafah. The evidence for this is that the Prophet , while being the chief of the army in Khaybar, said, ““I will give the Raya banner tomorrow to a man who loves Allah and His Messenger, and Allah and His Messenger love him.” And he gave it to Ali (ra).” (Agreed Upon)

The Prophet said, “There is no Prophet after me. There will be Khaleefahs in large numbers.” His Companions (ra) said, “What do you order us to do?” He said, “Give bay’ah to only one, at a time.” Imam An-Nawawi said in his Sharh that, “If a Khaleefah is given bay’ah after another Khaleefah has already been appointed, then the first appointment is valid. It must be fulfilled. The second is invalid. It is forbidden to fulfil it. It is forbidden for him to demand that fulfilment. This is irrespective of whether the Muslims knew of the first Khaleefah or not. It is irrespective of whether they were in the same or different lands, or one of them was in a land totally separated from the other.”

The Prophet said, “When the Bayah has been taken for two Khaleefahs, kill the latter of them.” [Muslim] Imam an-Nawawi said in his explanation, that, “The ‘ulema have agreed that it is not permissible for two Khaleefahs to be appointed, at the same time. This is irrespective of whether the Islamic state was widely spread or not. Imam al-Haramain (al-Juwaini) said in his book “al-Irshad,” that, “Our contemporaries view that it is not permitted for two people to be appointed at one time (as Khaleefah). My opinion is that it is not permitted to appoint two Khaleefahs in a single land. This opinion is agreed upon. ””

Ibn Ishaq narrates, that in his Khutba, Abu Bakr (ra) said, “Indeed, it is not permitted for the Muslims to have two ameers. If that were to occur, there would be disagreement over their affairs and laws, the community of Muslims would be split and they would dispute with each other. That would result in the Sunnah being abandoned. Innovation (bid’ah) would appear, discord (fitnah) would be widespread, whilst none of that would be righteousness for any one.”

In his “Sunan,” ad-Darimi, who died in 255 AH, narrated from Umar (ra) who said, “There is no Islam, without a single community. There is no community, without a single Imarah. There is no Imarah, without obedience.”

Imam Mawardi, who died in 450 AH, said in his book, “al-Ahkam as-Sultaniyyah,” that, “If two Imams are appointed in separate lands, their joint leadership is not contracted. It is not permitted for the Ummah to have two Imams (Khaleefahs) at one time.”

Ibn Hazm, who died in 458 AH, stated in “Maraatib al-Ijmaa’a” that, “There is Ijma’a (Consensus) that it is not permitted for the Muslims to have two Imams (Khaleefahs), anywhere in the world, at the same time. This is whether the two Imams agreed upon this matter, or  they disagreed. It is also not permitted whether the two Imams were in the same place, or in two different places.”

Allah said, “Obey Allah and His Messenger and do not dispute with one another, or your strength will dissipate.” [TMQ Surah al-Anfaal 8:46]. Ibn Kathir said in his Tafseer, “And your strength will go away, that is, your power, your unity, and whatever was within you of well-being.”

The Messenger of Allah said, “This is a pact of the Prophet Muhammad between the Muslims and the believers from the tribes of Quraysh and Yathrib, and those under them, waging war in their company. Indeed, they are one Ummah, distinct from all other people.” Narrated by Al-Bayhaqi in Al-Sunan Al-Kubra.The Islamic Ummah is a single Ummah and Islamic unity must be practically achieved within it.  As for this political unity, it is embodied in the establishment of the Khilafah.

The Messenger of Allah said, “You see the believers, as regards their mutual mercy, compassion and kindness, resembling one body. If any part of the body is unwell, then the whole body shares the restlessness and fever.” This is a directive for Muslims to be unified, in all their affairs.Political unity under a single Khilafah is the natural result of this intellectual and emotional unity.

Imam Shafi’i, who died in 204 AH, said in “Ar-Risaalah” that, “The Muslims have Unanimous Consensus that there can only be one, single Khaleefah. The one who judges is one (in dispute), the Ameer is one (in affairs) and the Imam is one (in Deen).”

Imam Al-Qurtubi, who died in 671 AH, said in his tafseer that, “this ayah (al-Baqarah: 30) is a basis for appointing a single Imam and Khaleefah, who is listened to and obeyed. The affairs are unified through him.”

Ibn Hajar Al Asqalani, who died in 852 AH,  said in “Fath al-Bari,” that, “Al-Nawawi and others said, they (the Ulema) agreed unanimously that a single Khaleefah must be appointed, one after another. His appointment must be made by those charged with authority (ahl ul hal wal ‘aqd). There must be only one Khaleefah, with none other appointed in addition to him.

Allah said, “Hold fast to the rope of Allah and do not be divided.” [TMQ Surah Aali Imran 3: 103]. Ibn Kathir stated in his Tafsir that, “He orders the Muslims to be a single community and He forbids them from dividing.” This verse is an evidence that Muslims are obliged to gather, unified, within a single entity.

The Messenger of Allah said, “Anyone who tries to divide the affairs of this Ummah, while it is unified, you must strike him with the sword, whoever he may be.” [Muslim]. An-Nawawi said in his Sharh, “Within this is the command to fight whoever revolts against the Imam (Khaleefah), or wants to divide the affair of the Muslims and similar. He is forbidden from doing that. If his evil could not be repelled except by killing him, then he is killed.”  In origin, this Islamic Ummah is to be unified, under a single authority, the Khilafah. The legal punishment for anyone who wants to divide and tear it apart into small entities and states, is killing.

Allah said, “Indeed, the believers are a brotherhood.” [TMQ Surah al-Hujurat 49:10]. Imam Qurtubi said in his Tafsir, “That is, in Deen and sanctity, not in race. For this reason, it was said, ‘Brotherhood in Deen is of more permanence than brotherhood by race. Brotherhood by race is severed by violating the Deen, whilst brotherhood in Deen is never severed by racial differences.’”

The Prophet said in his Farewell Sermon, “O humankind, indeed your Lord is one, and your original forefather is one. Indeed, neither the Arab has superiority over the non-Arab, nor the non-Arab over the Arab, nor the white over the black, nor the black over the white, except by piety.” [Ahmad]

It is a grave sin to call for bonding on any basis other than the brotherhood of Islam. The Messenger of Allah said, “Whoever is killed under the banner of ignorance, calling to partisanship or supporting partisanship, then he has died upon ignorance.” [Muslim]. Imam an-Nawawi said in his Sharh, “Indeed, he gets angry for partisanship and not to support the Deen. Partisanship is supporting his nation in oppression.” So, let the Muslims reject any calls to tribalism or nationalism and grasp the rope of Allah firmly, for this is the key to our strength.

Two young men, one from the Muhajirin and the other from the Ansar, were fighting. The Muhajir called upon his fellow Muhajirin, whilst the Ansari called upon the Ansar. The Messenger of Allah came out and said, “What is this call of the days of Jahiliyah (ignorance)?” [Muslim]. Imam An-Nawawi said in his “Sharh,” “As for his naming this call as ignorance, it is his disgust towards it. It is part of the Jahiliyah tradition to support according to tribes, in matters related to the world. It is from ignorance to take rights on the basis of races and tribes. Islam abolished that, and determined cases by Shariah rulings.”

What unified the rivaling tribes on the Arabian Peninsula was not race, but the great Islam alone. The Messenger of Allah said, “Whomever attributes to himself with an attribution of Jahiliyyah, then tell him to bite his father’s male organ, and do not speak figuratively.”  Narrated by Ahmad. Mulla Ali al-Qari said in his Sharh, “One who attributes to himself means that he attributes race, as attributed in Jahilliyah (ignorance). There is a Fatah vowel sound on the ‘ayn. It means the race of his family, with boasting about his fathers and grandfathers.”

When the Prophetleft Makkah, he said, “I leave you knowing that you are the most beloved land to Allah and the most honored with Allah . Had not your people expelled me from you, I would not have left.” (Musnad Al-Harith, addition by Al-Haythami). The texts all point to the fact that the Prophet loved Makkah because it was the most beloved land to Allah , as it contained His Sacred House, the Ka’aba. This love was not because of tribalism, or patriotism, or nationalism.

Allah said, “As for those who choose disbelievers as allies instead of the believers, do they seek honor through them? Surely all honor belongs to Allah.” [TMQ Surah an-Nisaa 4:139]. At-Tabari said in his Tafseer, “Those who took allies from amongst the kuffar, search for honor with them. They are the most humiliated and the lowliest of people. So, why did they not take allies from amongst the believers, so that they seek honor, protection and support from Allah , Who has all honor and protection?”

Imam Shafi’i said, “Whoever expresses tribal or racial partisanship by speech, by unifying over and by calling towards it, even if he does not gain infamy by fighting for it, then his testimony is rejected. He did something forbidden. There is no difference of opinion among Muslim ‘ulema, according to what I know. The evidence is the speech of Allah , “Indeed, the believers are a brotherhood,” as well as the speech of the Messenger of Allah “And be servants of Allah as brothers.”” [Narrated by Bayhaqi in As-Sunan As-Saghir]

Allahsaid, “Believers must not take disbelievers as allies instead of the believers. Whoever does so will have nothing to hope for from Allah.” [TMQ Surah Aali-Imran 3:28]. Imam Qurtubi said in his Tafsir, “Ibn Abbas (ra) said, “Allahforbade the believers to be complacent towards the kuffar, taking take them as allies. Similarly, do not take close confidantes outside of yourselves. Thus, comes a clarification of this meaning.””

Allah said, “O you who believe! Be mindful of Allah in the way He deserves.” [TMQ Surah Aali Imran 3:102]. Ibn Abbas (ra) commentated, “that they strive in His way as He deserves His striving to be. They must not be seized by the blame of the blamer, for the sake of Allah . They must do justice, even if it goes against themselves, their forefathers and their progeny.” [Narrated by Ibn Kathir in his Tafseer]

The Prophet said, “He who withdraws from the Islamic community as much as a hand-span, has become misguided away from Islam, unless he returns to the community. Whosoever calls to the tribalism of ignorance, is amongst the dwellers of Jahannam, even if he fasts, prays and asserts that he is a Muslim.” [Narrated by at-Tirmidhi and Ahmad]. One of the greatest concepts of the Islamic Ummah is loyalty and mutual compassion towards Muslims, with the rejection of every other bond. There is no support, no fighting and no hatred for the sake of a tribe, family, homeland or people.

The Prophetsaid, “Allah has removed from you the pride of the era of ignorance, and its boasting about forefathers. One is only a pious believer or a miserable sinner. You are all sons of Adam (as), and Adam (as) came from dust. Let the people stop boasting about their forefathers. They are merely fuel in Jahannam, or they will certainly be of less account with Allah than the beetle which rolls dung with its snout.” [Abu Daud]

Abdullah ibn Mas’ud (ra) said, “If anyone supports his race in other than the Truth, he is like a camel which falls into a well and is pulled out by its tail.” [Abu Daud]. Imam Al-Khatabi said in Ma’alim as-Sunan, “What it means is that he has fallen into sin. He perished like a camel, when it is thrown into a well. He becomes deprived because of his sin, and is unable to escape.

Badr ud Din Al-Ayni Al-Hanafi, who died in 855 AH, said in “Umdat al-Qari”   that, “As for the saying of the Prophet , “Why call to Ignorance?” It means, do not call upon the basis of tribalism. Instead, call for unity upon Islam. Then he asked, what is the matter with them? It means, what happened to them, and what is the reason for that. As for his saying, “Leave it,” it means leave this stance, that is, leave it, or leave this claim. Then he clarified the wisdom of leaving it, by saying, “Indeed it is rotten.” It means it is ugly, reprehensible, hateful and harmful, because it incites anger upon what is not right and fighting over falsehood, drawing towards Hellfire, as stated in the hadith, “Whosoever calls to Ignorance is not from us, so let him take his seat in Hellfire.””
