Pakistan Needs a Constitution Based on the Noble Quran and the Prophetic Sunnah
On 15 September, the Federal Minister for Information and Broadcasting underscored the significance of the ongoing debate regarding constitutional amendments. However, the 25 amendments made to the 1973 Constitution over the past 51 years have failed to resolve the recurring crises facing the country. The amendments to the 1973 Constitution are not designed to address the needs of the people but rather to safeguard the interests of competing factions within the ruling elite. Pakistan needs a constitution derived from the Noble Quran and the Prophetic Sunnah. Hizb ut-Tahrir has drafted a comprehensive constitution consisting of 191 articles, derived from Shariah evidences. This draft constitution outlines a complete blueprint for the Khilafah Rashidah, including its economic system, foreign policy, educational policy, and ruling system. We must all study and work towards implementing an Islamic constitution in Pakistan.

We Must Work to Establish the Khilafah on the Method of Prophethood
On 16 September, the Federal Minister for Religious Affairs and Interfaith Harmony stated that Rabi al-Awwal holds great significance for all Muslims, in the National Seerat Conference. However, the current rulers of Pakistan rule by a secular, man-made constitution. They also persecute those who are working to establish the Khilafah (Caliphate) on the Method of Prophethood. We must commit to our Deen fully and act according to it. We must strive to implement Islam in every aspect of our existence, including our collective affairs. Everything in our lives must be governed by the Message of the Prophet ﷺ. It is only by returning to Islam and restoring its state, the Khilafah Rashidah, that we can restore the dignity and unity that once distinguished the Ummah.

Shariah Law Must Form Our Constitution Not Just Our Education Curriculum
On 17 September 2024, the Minister for Religious Affairs and Interfaith Harmony stated that science, mathematics, and history must be taught alongside the Quran, Hadith, and Fiqh for a well-rounded education. However, the question arises to what extent will Islam be taught? Under the current secular system, religion is separated from the collective life of the Muslims and the affairs of the state. The current rulers of Muslims limit Islam to aqaa’id (beliefs) and ibaadat (personal ritual worships). Islam rejects nationalism and obliges the unification of all Muslims within a single Khilafah state. Islam rejects riba based loans and obliges the implementation of Shariah rulings in the economy. Islam rejects any relations with states that occupy Muslim Land and obliges the mobilization of armies to liberate Muslim Lands. The Khilafah Rashidah implements Islam as a complete way of life.

Rejection of the Actions of the Enemies is Not a Substitute for the Mobilization of Armies
On 18 September 2024, Pakistan’s President rejected elections in Occupied Kashmir that aim to integrate it into the Indian union. The Muslims in Kashmir have stood against the occupation with their limited means for decades. However, in obedience to America, the rulers of Pakistan first deprived the Jihad in Kashmir of all support. They then surrendered Occupied Kashmir to Modi in August 2019. Until today, they restrain the armed forces from performing the obligation of Jihad. All of the actions of the rulers are according to the American plan to grant relief to India in Occupied Kashmir, so that it can focus on countering China and the Muslims of the region. It is the Khilafah Rashidah that will liberate the occupied lands and force the enemies into retreat.

The Armies of Pakistan and Egypt Can Liberate Occupied Palestine Within Part of a Day
On 19 September 2024, whilst meeting the Ambassador of Egypt, the Defence Minister condemned the aggression on Gaza and expressed full solidarity with Palestine. Mere words of condemnation whilst restraining capable armies is betrayal and treason. The need of the time is the opening of the Rafah Border Crossing between Egypt and Gaza for the mobilization of the Ummah and its armies. An entire year has gone by! How much longer must Gaza wait, before the armies move?! Allah ﷻ said,
[وَاقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ وَأَخْرِجُوهُم مِّنْ حَيْثُ أَخْرَجُوكُمْ ۚ وَالْفِتْنَةُ أَشَدُّ مِنَ الْقَتْلِۚ]
“Kill them wherever you come upon them and drive them out of the places from which they have driven you out. For persecution is far worse than killing.” [TMQ Surah al-Baqarah 2:191]

Russia Slaughtered Muslims in Syria and Chechnya. It Now Actively Fights Islam
On 18 September 2024, the Foreign Minister expressed Pakistan’s desire to intensify bilateral, political, economic, and defense dialogue with the Russian Federation. The rulers of Pakistan want to strengthen relations with Russia, the butcher of Muslims. The treacherous actions of these rulers are clear. They have chosen the side of tyrants and oppressors. At America's behest, Russia massacred the Muslims of Syria, launching more than 71,000 airstrikes, 19,160 combat sorties and killing thousands, to crush the Islamic uprising. Before that Russia slaughtered Muslims in Afghanistan and Chechnya. Now, Russia wages war on Islam in Russia and Central Asia. The Khilafah Rashidah will sever ties with hostile states and deal with them on a war footing. Colonialist states, such as Russia, have the legal status of actively warring states (muharib falan). No diplomatic relations can be established with them.

The Khilafah Rashidah Rejects Colonialist Control Over Its Nuclear Deterrence Capability
On 20 September 2024, the Ministry of Foreign Affairs declared, “Pakistan has been elected as Member of International Atomic Energy Agency’s (IAEA) Board of Governors (BOG).” Regardless of the membership of the Board of Governors, the Western colonialist powers dominate the International Atomic Energy Agency. As for the United States specifically, on 13 October 2022, Biden declared, “And what I think is maybe one of the most dangerous nations in the world: Pakistan. Nuclear weapons without any cohesion.” America berates Pakistan about hard-earned nuclear weapons, whilst supporting the Hindu State, as it increases its nuclear and conventional capabilities. Submission to the dominance of the Western states results in insecurity for the Islamic World. The Khilafah Rashidah will reject colonialist dominance in any form. It will ensure that the Ummah possess all manner of weapons to deter its enemies.
