Hizb ut Tahrir / Wilayah of Sudan's Opinion on the National Dialogue
(Translated)

Alhamdulilah who granted us glory by Islam, and honoured us with the Qur'an, and made us the best nation among mankind, and peace and blessings be upon the Guider of the Truth and upon his family and companions and who is guided by his guidance and followed his way till the Last Day.

Honourable Attendees, As-Salaamu Alaikum Wa Rahmatullahi Wa Barakaatuh,

When one wants to take a specific stance or express a view on a subject or an issue, it must be built on the person's intellectual convictions based on his creed that he believes in and adheres to.

In origin a Muslim must believe that there is no one worthy of worship but Allah, that He, the Creator sent Muhammad (saw) with the message that regulates people's lives in the way that revives man from the animalistic level to the level of human perfection, to become free, only his Creator is his Master, and does not follow man-made legislations not even in one issue.

But we live at a time when the Kaffir west rule every aspect; its creed is (the separation of Deen from Life). Muslims adopted it as their creed unaware. Its thoughts, rulings, and laws are governing the lives of Muslims in various parts of the world, creating a split in the character of the Muslim. Muslims  pray, fast, and performs pilgrimage according to the laws of Islam;  but govern and refer to other than Islam, and the economy of the Ummah in all the Islamic countries is on the basis of the unjust capitalist system, and some rules of  the social system are contrary to the laws of Islam are adopted and become laws that  people consciously or unconsciously adheres to , making Muslim societies, including Sudan, undefined societies that have  no taste and colour, mixed Allah's Law with Kufr, Shariah and Democracy, veil (head cover), unveiling (suffur) and tabarruj (adornment), prayer, fasting, and establishment of usury based banks!!

In this surge of falsehood, Hizb ut Tahrir is steadfast on the Islamic ideology, unswerving from it one iota, regardless of the consequences, no matter the temptations, the truth is more deserving of being followed.

(فَمَاذَا بَعْدَ الْحَقِّ إِلا الضَّلالُ فَأَنَّى تُصْرَفُونَ)

"And what can be beyond truth except error? So how are you averted?" [Yunus: 32]

Hizb ut Tahrir is working within the Ummah and with it to make Islam its vital issue, so that it resumes the Islamic way of life to establish the Islamic Khilafah "Caliphate". Then it will carry Islam as the intellectual leadership to the world, until it removes human oppression of man-by-man, to the justice of the King, the Benefactor, from the injustice of capitalism and socialism, and other man-made topics to the truth of the laws of Islam to bring happiness to mankind.

Hizb ut Tahrir bases all the issues and topics according to the great Ideology of Islam. It will base its views and vision according to what the ideology dictates and what the Islamic creed stipulates, and this is the basis of  the view of Hizb ut Tahrir on the National Dialogue in the Sudan, which are summarized in the following:

First, the ongoing dialogue between the government and the opposition is not based on Islam, although they are all Muslims, rather they based the dialogue on the Western foundation. In Islam, the dialogue must refer to the Islamic law in which all parties adhere to it:

(فَلا وَرَبِّكَ لا يُؤْمِنُونَ حَتَّى يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لا يَجِدُوا فِي أَنْفُسِهِمْ حَرَجًا مِمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا)

"But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission" [An-Nisa': 65]

The western-based dialogue will lead to a consolation solution agreed upon by everyone that is not taken from the laws of Islam.

Second: America is the sponsor of this dialogue pushing it forward, America's  road map of the reform program in Sudan, which is prepared by the Carter Center in 13/08/2013 CE, stated the following: "Sudan urgently needs to initiate a national dialogue and a reform process run by the Sudanese people themselves and supported by the international community." Stating as well, "The process should be wide to the fullest extent and include the elements of the current system, the Islamists, and armed and non-armed opposition groups" which was adopted by the government and launched as Al Wathba on 27/01/2014 CE.

Third: This dialogue is intended to lead to a reconciliatory constitution to achieve:

1. A secular system that keeps Islam far from political life and gives way to the conspicuous and subtle secularists.

2. The fragmentation of Sudan by including the Doha Agreement in the reconciliatory constitution that cites the idea of ​​self-governance in addition to the federal system, which is intended to be implemented according the Western way.

The basic principle is that everything that is not related to Islam must be rejected, not to reject Islam. Ruling by what Allah has revealed is an obligation on the Ummah, Allah (swt):

(وَمَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الْكَافِرُونَ)

"And whoever does not judge by what Allah has revealed - then it is those who are the wrongdoers" [Al-Ma'ida: 45]

The unity of the country under the authority of Islam is an obligation on the Ummah, it is not allowed to tear the country apart under any name, the Prophet (saw) said:

«مَنْ أَتَاكُمْ وَأَمْرُكُمْ جَمِيعٌ عَلَى رَجُلٍ وَاحِدٍ يُرِيدُ أَنْ يَشُقَّ عَصَاكُمْ أَوْ يُفَرِّقَ جَمَاعَتَكُمْ فَاقْتُلُوهُ»

"Whoever comes to you when you are united wanting to break this unity and divides you, then kill him". (Narrated by Muslim in his Sahih from Othman Ibn Abi Shaybah)

Fourth, the participants of the dialogue view ruling and authority as spoils or a cake to fight over. Ruling and authority in Islam is taking care after the affairs and good implementation of Islam upon the citizens and it is a trust. The Prophet (saw) said:

«وَإِنَّهَا أَمَانَةُ وَإِنَّهَا يَوْمَ الْقِيَامَةِ خِزْيٌ وَنَدَامَةٌ إِلا مَنْ أَخَذَهَا بِحَقِّهَا وَأَدَّى الَّذِي عَلَيْهِ فِيهَا»

"It is a trust and on the Day of Judgment it brings shame and remorse except for those who take it lawfully and perform their duty."

Fifth, the dialogue agenda put forward by the President in his speech, which he called Al-Wathba, namely political freedom, poverty and Sudanese identity and freedoms have no place under the rule of Islam; since all these and other issues, Islam has solved according to the binding laws of Islam for the Ummah.

Ruling and politics in Islam are Islamic rulings (Ahkam Shar'iah). Sovereignty is for the Shar' and the authority is for the Ummah, The people pledge allegiance to a man who meets the conditions of the Khilafah "Caliphate" to govern by the Book of Allah (swt) and Sunnah of the Prophet (saw) and to take care of the affairs by the rulings of Islam. It is upon the Ummah to monitor and account him if he is unjust and misapplied Islam and to obey him when he is good.

Hizb ut Tahrir has detailed this in depth to reassure all regarding the laws of the state. This is found in its books and leaflets; also it has put together a draft constitution for the Islamic state taken from the Book of Allah (swt) and the Sunnah of His Messenger (saw) and what they refer to, i.e. the consensus of the companions and divine analogy (Qiyas) with a correct ijtihad based on the strength of evidence (daleel).

As for the problem of poverty, the economic system in Islam is capable of resolving it if the Islamic laws related to it are implemented and executed. If the wealth in Sudan is justly distributed according to laws of Islam and utilized correctly in the best manner for the benefit of the people, it will make all the people in Sudan wealthy and donate from it the best to their brothers in the poor countries.

As for the identity: we are all Muslims, Islam is our identity. Tribes and geography cannot solve problems or crises. Man in all places has instincts and organic needs that need to be fulfilled; this requires an ideology to regulate them. Islam is the correct ideology that regulates the instincts and needs without creating chaos or deprivation, because they are from the Creator:

(أَلا يَعْلَمُ مَنْ خَلَقَ وَهُوَ اللَّطِيفُ الْخَبِيرُ)

"Does He who created not know, while He is the Subtle, the Acquainted?" [Al-Mulk: 14]

As for the freedoms according to the Western concept, they have no place in the Islamic State nor the Islamic society. Everyone is a slave of Allah (swt) who submits to His Commands. The West resorted to the freedoms after some people decided to appoint themselves as Gods and started to legislate for people. In Islam, everyone is restricted by the commands and prohibitions of Allah (swt). These freedoms did not find a way to the Muslim Lands only after the rule of tyrants and oppressors who made the Ummah suffer the worst of Punishment and hardships. However, when the just Islamic rules are implemented people will realize how vile and ludicrous these freedoms are.

In the end, and through this forum, we address the entire political circle and the sincere sons of this country to return to their Lord and make the Islamic creed the sole basis to refer to in their quest for the truth. To bring this country out of its crises, this will not be possible except by the rightly guided Khilafah "Caliphate" upon the method of the Prophethood that will govern us with justice and balance and return the history of the rightly guided Khulafaa: Abu Bakr, Umar, Othman, and Ali, may Allah be pleased with them all.
