Mashat: All of these Actions are not related to Healthcare at all

The so-called Supreme Political Council's President, Mehdi Al-Mashat, recently inaugurated 58 health projects in Sanaa and several governorates, with a total cost estimated at 4.27 billion riyals. He also announced the provision of free medical services to the poor and needy at the Republican Hospital in the capital, Sanaa.
The financial figure allocated for all these projects reflects the shortsightedness of those in power in Yemen when it comes to healthcare spending for the people. Shockingly, half of this amount comes from sources beyond the borders in the form of questionable aid or usurious loans! We do not know what prompted Al-Mashat to undertake all these projects at once! This can only be seen as them mocking the Yemeni people and throwing dust in their eyes. If they were sincere, they would at least have focused on the existing hospitals that have become devoid of any genuine healthcare and would have provided the people with healthcare befitting their needs. This action reminds us of those who preceded, such as the days of the ousted Ali Abdullah Saleh, when the people of Yemen rose against him in February 2011. What is the rationale for laying the foundation stones and unveiling projects included in the general treasury budget? The people of Yemen had hoped for someone who would take responsibility for their healthcare and alleviate their suffering due to the rampant deadly diseases, among the economic burdens weighing them down.
Today, free healthcare in Yemen is completely nonexistent, and only those who can afford it can access medical care. It is a wish for genuine healthcare, but instead, those who can afford it are often forced to travel abroad with their illnesses after losing trust in receiving adequate healthcare in the country. Given the catastrophic state of healthcare in the country, the majority of people are unable to access it, and they struggle to afford medications, not to mention the cost of medical check-ups and tests.
Proper healthcare entails establishing hospitals throughout the country to cover various medical conditions, having a sufficient number of adequately trained doctors to manage them, and manufacturing medications to combat prevalent diseases. All of this should be funded by the government, rather than relying solely on international organizations like the World Health Organization or UNICEF and their sometimes insufficient programs. Despite the world spending 7 trillion dollars annually on healthcare services, the quality of healthcare, along with its facilities and the practice of medicine in its various dimensions, has fallen short of providing people with the dignified healthcare they deserve.
Indeed, in Islam, healthcare is considered one of the fundamental duties of the state, and it is an essential part of its responsibilities to benefit all of its citizens, whether they are rich or poor, Muslim or non-Muslim. This includes both preventative measures to avoid diseases and providing free medical treatment to individuals and the community if they fall ill. Preserving health is a fundamental need for all people, and the financial burden on the state treasury should not be a hindrance to providing healthcare. The absence of such healthcare can lead to the various harms we witness today, such as the spread of diseases and people's inability to seek treatment and recovery from their illnesses. Messenger of Allah (saw) said,
«الْإِمَامُ رَاعٍ وَمَسْئُولٌ عَنْ رَعِيَّتِهِ»
“the Ruler (i.e. Imam) is a guardian and responsible for his subjects.”
Yemen, both in the north and the south, has been afflicted with oppressive rulers who have served the disbelieving West, and a regime that oppresses their own people day and night.
Hizb ut Tahrir, a leading party that does not deceive its people, calls upon the people of Yemen to work with it to establish the rule of Islam by establishing the Khilafah (Caliphate) and uprooting the capitalist system in all its aspects and symbols. They have issued numerous books covering various aspects of life, including a book on healthcare policy, in which they outline how the second Khilafah Rashidah (righteous Caliphate) will take care of the affairs of its citizens.
