Chaos and Turmoil in South Sudan Highlight the Nation’s Need for a Shielding Leader
(Translated)
The world has followed the riots in Juba, the capital of South Sudan, which targeted displaced individuals and residents from North Sudan. These events were triggered by reports accusing members of the Sudanese army of killing individuals from South Sudan in Wad Madani after the army reclaimed the city. According to Sudan Tribune, three Sudanese were killed in Juba, and seven others were injured.
The Office of South Sudan’s President, Salva Kiir Mayardit, through his press secretary Martin Manyiel, called for calm and urged avoidance of actions that could escalate tensions between the two countries. The authorities in Juba deployed military reinforcements to markets and evacuated Sudanese nationals to safe areas on Friday.
In a statement, the Sudanese Ministry of Foreign Affairs expressed deep concern and urged Sudanese nationals in South Sudan to exercise caution and vigilance.
In light of this situation, Hizb ut Tahrir / Wilayah Sudan presents the following points:
1- The state must ensure that armed forces operate within the bounds of Islamic law, refraining from targeting unarmed civilians who are not involved in combat. Retaliation based on accusations, doubts, or suspicions is prohibited. The legal principle is that individuals are presumed innocent until proven guilty in a court of law. Torture is unequivocally forbidden, and anyone who engages in it must be held accountable.
2- Judging or treating people based on their skin color, ethnicity, or tribal affiliations is forbidden. Such practices are abhorrent remnants of ignorance (Jahiliyyah) and are condemned in Islam. The Prophet Muhammad (swt) said, «دَعُوهَا فَإِنَّهَا مُنْتِنَةٌ» “Leave it. for it is something rotten”. He also said,
«مَنْ تَعَزَّى بِعَزَاءِ الْجَاهِلِيَّةِ فَأَعِضُّوهُ وَلَا تَكْنُوا»”Whomever attributes himself (in lineage) with an attribution of Jahiliyyah, then tell him to bite his father's male organ and do not speak figuratively.”
3- The state is obligated to protect its citizens and ensure their safety and security. This is a responsibility for which every leader will be held accountable. The Prophet Muhammad (swt) said,
«الْإِمَامُ رَاعٍ وَهُوَ مَسْئُولٌ عَنْ رَعِيَّتِهِ» “The ruler is a guardian of his subjects and responsible for them.”
4- Sudan has become a stage for international power struggles. The conflict between the people of northern and southern Sudan is undoubtedly fueled by those who seek to exploit it for their political ambitions, even at the cost of human lives. Such actions are reprehensible. Allah (swt) says,
[فَأَمَّا الزَّبَدُ فَيَذْهَبُ جُفَاءً وَأَمَّا مَا يَنفَعُ النَّاسَ فَيَمْكُثُ فِي الْأَرْضِ]
“As for the foam, it vanishes, [being] cast off; but as for that which benefits the people, it remains on the earth.” [Surat Ar-Ra’d:17].
The roots of this corruption will be eradicated from Sudan when pure Islam is established as the governing system under a Khilafah (Caliphate).
The events in South Sudan, along with the devastation caused by this war since April 15, 2023, underscore the urgent need for the establishment of the Khilafah which serves as a protective shield, as the Prophet Muhammad (swr) said,
«إِنَّمَا الْإِمَامُ جُنَّةٌ» “A Muslim ruler is a shield.”
Without the Khilafah, the Muslim Ummah faces one calamity after another, while these ineffective governments remain powerless to prevent or address them. It is the duty of the people of this Ummah to work towards establishing the Khilafah to safeguard their lives, honor, and wealth, and above all, to please Allah, thereby achieving happiness in this world and the Hereafter.
